About the Position: The incumbent will serve as a Human Resources Specialist at USSOUTHCOM-Manpower and Personnel Directorate-Civilian Personnel and Mission Support Division in Miami, FL.
Duties
- Provide guidance to operating officials and personnel regarding general and specialized aspects of civilian personnel programs.
- Review position descriptions for accuracy in accordance with appropriate classification standards and guidelines.
- Ensure official case files are properly maintained in accordance with all regulatory guidance to support proposed or final actions.
- Participate in the development and execution of a program of civilian personnel activities designed to meet the needs of management and the employment requirements of the civilian workforce downrange.
- Serve as a liaison with civilian personnel organizations to coordinate accomplishments of personnel actions as necessary.
- Monitor and track workforce statistics and employment data.
- In-process employees and ensure that forms are completed accurately and properly processed through the civilian personnel and civilian payroll systems.
- Confirm civilian personnel data on each employee is obtained and accurately maintained in automated tracking systems.
- Develop detailed plans regarding comprehensive reports involving methods and procedures pertaining to the human resource program.
- Review personnel actions routed from the subordinate commands to ensure compliance with the overall personnel guidance and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1). Participate in the development and execution of a program of civilian personnel activities designed to meet the needs of management and the employment requirements of the civilian workforce downrange; 2). Serve as a liaison with civilian personnel organizations to coordinate accomplishments of personnel actions as necessary; and 3). Monitor and track workforce statistics and employment data to ensure organizational deadlines are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition." Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
