About Our Transition to Ondas Sentinel World View was recently acquired by Ondas Inc. (NASDAQ: ONDS) and, together with DZYNE Technologies, has joined forces to create Ondas Sentinel. Ondas Sentinel is a next-generation U.S. defense platform integrating long-endurance ISR, autonomous systems, counter-UAS technologies, and mission intelligence. While World View is now part of Ondas Sentinel, we are still legally operating as World View as we complete the formal integration of our systems and processes. Job Description Reporting to the CPO, the Talent, Performance & Learning Specialist is a senior subject matter expert and individual contributor responsible for the hands-on design, development, implementation, and continuous improvement of Ondas Sentinel’s enterprise talent, performance, leadership, career, capability, and learning frameworks. This role translates business strategy and workforce priorities into practical, scalable programs that strengthen performance, leadership capability, succession depth, and employee development. Operating as a specialist partnering with the People Business Partners and business leaders, this role will build the architecture, tools, governance, guidance, and insights required to connect performance expectations, skills and capability priorities, career development, talent reviews, succession planning, high-potential development, and learning investment. The Specialist will personally develop core materials, facilitate critical processes, analyze outcomes, and support consistent adoption across the business. The ideal candidate combines deep expertise in talent management, organizational development, performance, and learning with a pragmatic, delivery-oriented approach. Success requires strong consulting judgment, excellent facilitation and program design capability, comfort working with senior leaders, and the ability to create disciplined enterprise solutions that remain relevant to the pace and operating realities of a growing defense technology organization. Key Responsibilities

  • Design and maintain integrated enterprise frameworks for talent, succession, performance, career development, capability, and learning, with clear tools, governance, and measures.
  • Lead talent reviews, succession planning, performance cycles, and high-potential development, providing leaders with quality data, calibration guidance, and actionable follow-through.
  • Develop leadership and manager capability, career pathways, skills frameworks, and targeted learning solutions aligned with business and workforce priorities.
  • Provide specialist advice, facilitation, tools, and case support to People Business Partners and business leaders across performance, potential, development, succession, and capability matters.
  • Create practical program content and manage relevant platforms, assessments, vendors, and learning partners to ensure consistent, scalable delivery.
  • Evaluate effectiveness through dashboards and outcome measures, using insights to improve programs, investment decisions, governance, privacy, accessibility, and equal opportunity.

Qualifications

  • Bachelor’s degree in Human Resources, Organizational Development, Industrial or Organizational Psychology, Education, Business, or a related discipline; an advanced degree or relevant professional experience or certification is preferred.
  • 10+ years of progressive experience across talent management, organizational development, performance, leadership development, capability building, or learning, including work at an enterprise or multi-business level.
  • Deep subject matter expertise in several of the following: succession planning, talent reviews, performance management, leadership development, manager capability, career architecture, competency or skills frameworks, high-potential development, and learning governance.
  • Demonstrated ability to design frameworks and programs from concept through implementation, including governance, tools, communications, facilitation, adoption support, measurement, and continuous improvement.
  • Strong consulting and stakeholder management skills, with the credibility to advise senior leaders and People Business Partners, challenge constructively, and translate complex talent concepts into clear business actions.
  • Excellent facilitation, instructional design, written communication, presentation, and practical toolkit-development capability.
  • Strong analytical capability, including experience defining success measures, interpreting talent and learning data, evaluating program effectiveness, and presenting decision-ready insights.
  • Experience with People systems, performance and talent platforms, learning management systems, assessment tools, content-development tools, and related reporting technologies.
  • Ability to operate independently as a senior individual contributor, manage multiple enterprise initiatives, and move between strategy, detailed design, facilitation, analysis, and hands-on delivery.
  • Experience in aerospace, defense, autonomous systems, engineering, manufacturing, advanced technology, or another complex and regulated environment is preferred.
  • Ability to work on-site at the Irvine, California or Tucson, Arizona hub, preferably, with travel between Ondas Sentinel locations as business needs require.
