Summary

This position is located in Office of Digital and Innovation (ODI), Office of the Deputy Secretary, Smithsonian Institution (SI). ODI works centrally and within SI units to unlock the full potential of our collections and resources, better understand and serve our audiences, and pioneer innovative approaches to accelerate and scale our impact.
Duties
The Information Technology Specialist position manages all data that flows through the systems portfolio – most prominently (but not solely) ArchivesSpace. In this position, you will: Collect and design new system requirements and design and manage databases with a focus on Archives and Libraries collection management systems Perform process analysis, define requirements, promote quality assurance and assist with the development and documentation of fully automated archival workflows and systems. Perform analysis on data mapping from multiple data sources, program and implement data transformation for multiple data types including XML and JSON-LD, review data quality, and make recommendations for improvement. Provide project support in accordance with appropriate project management (PM) and system development life cycle management (LCM) principles; technical support in the selection, procurement, design, implementation, system administration, maintenance, and/or enhancement of advanced technology application systems, and projects Requirements

GS-12 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service. For this position, specialized experience is defined as: Performing ArchivesSpace, Encoded Archival Description (EAD), Encoded Archival Content (EAC), and/or Records in Contexts (RiC) implementation within a consortium-like environment. Conducting data analysis and implementing bulk data transformations by utilizing Application Programming Interfaces (APIs) provided by information management systems and/or digital asset systems. Leading efforts to promote shared practices and metadata standards. In addition to meeting the Specialized Experience for all positions, individuals must have IT related experience demonstrating each of the four competencies listed below: Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Customer Service: Anticipates and meets the needs of both internal and external business partners and customers (any individuals who use or receive the services or products that your work unity produces including the general public, individuals who work in the agency, other agencies, or organizations outside the Government). Provides information or assistance. Delivers high-quality products and services; is committed to continuous improvement. Effectively manages customer relationships. Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations. Education
There is no education requirement for this position. Education can not be used as a substitute in lieu of specialized experience at the GS-12 level. How You Will Be Evaluated
Your resume will be used to evaluate your experience, education, and/or training that address the competencies below: Skill in working with Archive and Library systems, metadata, and content standards. Ability to lead ArchivesSpace, EAD, EAC, and/or RiC (Records in Contexts) implementation for a library or archival organization Knowledge of XSLT, XQuery and data transformation techniques for multiple data types including but not limited to XML and JSON-LD. Ability to manage complex projects in a consortium-like environment and provide leadership and guidance to promote the implementation of metadata standards. Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
