POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Under the direction of the Senior Assistant Director the Senior Division Manager will lead and manage the employees and activities within the Distribution System Maintenance and Operations Section of the Drinking Water Operations Branch. More specifically, the Senior Division Manager will oversee Water Service Request Investigations; Leak Detection Support; Valve Operations Support; repairs of mains, service lines, fire hydrants and valves, Preventative Maintenance Programs, and other projects and programs as required. The Senior Division Manager will contribute directly to the level of service provided to customers by analyzing metrics and developing strategies for process improvement. This position requires excellent technical, communication and coordination skills, and the ability to work closely with internal and external stakeholders. Responsibilities will include:

  • Meet with staff and leadership to ensure shared objectives and teamwork.
  • Develop strategic goals, define objectives, and measure performance of staff.
  • Establish policies, procedures, and program management criteria.
  • Research, review and analyze data.
  • Coordinate complex activities and implement effective and timely solutions to issues.
  • Develop, monitor, review and approve expenditures that are in line with the approved budgets.
  • Respond to inquiries and requests from within and outside the organization.
  • Other duties as assigned

WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Houston Public Works Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field related to activities of the division.

EXPERIENCE REQUIREMENTS Eight (8) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.

Substitution: A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of non-supervisory experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS None

PREFERENCES

Preferences will be given to candidates with the following:

  • A valid Driver License and compliance with the City of Houston policy on driving (AP 2-2).
  • A minimum of eight (8) years’ experience in the operations and maintenance of water utilities
  • Demonstrated success in personnel management
  • Advanced degrees and licenses
  • Extensive knowledge of TCEQ water quality standards and regulations.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

GENERAL INFORMATION

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 30
