Summary

The Office of the Chief Operating Officer (OCOO), Office of the Managing Executive for Small Offices (MESO) is seeking a Management and Program Analyst (Business Manager) in Washington, DC. If selected, you will join a well-respected team and serve as Business Manager in the Office of the Managing Executive for Small Offices (MESO).

Duties

In this role as a Business Manager, you will be responsible for: Serving as a senior adviser and consultant responsible for a broad range of operational functions and projects Collaborating with office leadership on approaches to maximize the utilization of resources to achieve organizational goals and objectives. Preparing Congressional justifications and operating budget requests, monitoring and analyzing the budget, facilitating staffing and procurement activities, and facilitating space management. Serving as a Contracting Officer's Representative on one or more contracts. Communicating highly complex information to others via face-to-face meetings, telephone, or email. Developing and presenting detailed reports, presentations, schedules, talking points, policies and procedures that are clear and concise. Identifying and developing ways to resolve problems or cope with issues that affect the accomplishment of program goals and objectives Qualifications

Time-in-grade for this announcement is one year at the GS/SK-13 level. Applicants are responsible for confirming all required materials are submitted by the closing date of the announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. MINIMUM QUALIFICATION REQUIREMENT: SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: Leading the development of recommendations, administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives. Experience in ALL of the following areas: Financial Management/budget analysis; human resources; acquisitions management; and general administrative support (such as space management, travel management, or records management). ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies. See the How You Will Be Evaluated section below for more information: Competency 1: Program Analysis - Examines and analyzes different types of data to assess the organization or program, or specific issues within the organization or program, and make recommendations. Competency 2: Attention to Detail - Is thorough when performing work and conscientious about attending to details and ensuring that work products are accurate. Competency 3: Teamwork and Collaboration - Interacts with internal and external others in a manner that advances agency goals and objectives. Basis for Rating: The rating panel will evaluate applicants' accomplishment records and resume, then place them into one of the following categories: Highly Qualified - Meets the minimum qualification requirements and has extensive skills and experience in most of the job related competencies. Well Qualified - Meets the minimum qualification requirements and has a moderate amount of skills and experience in most of the job related competencies. Qualified - Meets the minimum qualification requirements, but may have a limited amount of experience in several of the job related competencies.
