Summary

This position is located the Office of Cuba Broadcasting (OCB) a broadcasting network of the U.S. Agency for Global Media (USAGM). Incumbent reports directly to the Director and Deputy Director OCB and provides managerial direction and control over a multifunctional program to effectively manage OCB 's office services, procurement, budget and financial management, facilities, and property.

Duties

As an Administrative Officer, you will be responsible for duties to include, but are not limited to: Develops and promulgates OCB-wide policy and procedures for the various programs in support of OCB's goals and objectives, which include OCB financial management, administrative support services, procurement and contracting, travel, property management, and physical, personnel and information security. Serves as point of contact for external administrative reports; coordinates and prepares OCB's contribution for Office of Management and Budget (OMB) and Congressional reports, OCB's input to USAGM's annual report to Congress, and other reports as required. Through subordinate procurement and contracting personnel develop procurement requirements, government cost estimates, solicitations; and other procurement documents; purchases and procures facilities, equipment and services Finds ways to improve production or increase the quality of the work directed and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. Supervisory Responsibilities Manages a team of Contracting Specialists, Program Analysts, and other administrative staff. Develops work plans, sets priorities, and prepares schedules. Conducts interviews for vacant positions and recommends appointments/promotions/reassignments. Provides guidance, identifies training needs, and improves productivity. Addresses employee complaints and grievances as the supervisor. Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following: Advising senior and executive level management on issues involving budget, resource allocation, and procurement. Demonstrating expertise with writing and presentation skills in preparing annual and other reporting submissions, responding to queries, and making presentations for senior managers and executives, related to contracting, procurement, budget, financial, security, human resource management, and equivalent administrative issues. Developing and implementing organization-wide policies, procedures, and guidance that support administrative and operational programs across multiple functional areas.
