This position provides contract administration/direct engineering supervision on several and/or large highway and bridge construction projects to ensure compliance with contract provisions, regulations and MnDOT policies and to supervise Resident Office personnel and activities.

Minimum Qualifications

  • Three (3) years of advanced para-engineering experience at the Engineering Specialist level (or equivalent) that demonstrates the following:

  • Knowledge and skilled application of road and bridge construction and inspection across diverse and complex projects.

  • Comprehensive understanding and experience with all phases of construction, including areas such as grading, bituminous and concrete paving, bridge construction, drainage, storm sewer systems, utility operations, material testing, construction site safety, traffic control, and advanced surveying methods and procedures.

  • Valid Class D Driver’s License.

Preferred Qualifications

  • Demonstrated knowledge of applied engineering principles and practices of traffic engineering, soils engineering, and drainage engineering, to independently identify, troubleshoot, and resolve complex construction problems before and during construction operations.

  • Proficiency in preparing and reviewing complete project documentation, including partial and final estimates for all contract items, contract changes, and verification of contractor pay quantities.

  • Thorough knowledge of MnDOT policies and procedures, and comprehensive understanding of state and federal OSHA rules and regulations.

  • Experience positively managing relationships amongst contractors, utility companies, local governments, partner agencies, and stakeholders, while maintaining excellent independent judgement , fairness and ethics.

Physical Requirements

General Office

While performing the duties of this job, the employee is regularly required to sit; use wrists, hands, and fingers to handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel or crouch. The employee must frequently lift and/or move up to 10 pounds.

Field Work

While performing the duties of this job, the employee is required to work outside exposed to the weather elements (both cold and hot) on a daily basis. The employee will frequently drive a motor vehicle in off-road conditions. Periodically, the employee will walk on even and uneven/sloping ground. The employee may work in high volume traffic zones in day and night time conditions. The employee must frequently and continually rotate through various body positions (standing, twisting, bending, sitting, kneeling, squatting). The employee will operate machinery and testing equipment (using vision and hearing) under varying temperatures. The employee must occasionally move up to 100 pounds by pushing, pulling, lifting, and carrying. Periodically, the employee will push and/or pull carts, dollies and two wheel trucks. The employee must be able to wear and use personal protective equipment to protect the head, eyes, hearing, respiration, visibility and feet from injury.
