This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.
This position is specifically a Senior Developer & Team lead role focused to provide mentoring and lead technical worker direction to less experienced staff and to assist in development and operation of application development standards and best practices.
As a Senior .NET Developer you will be responsible for understanding business problems, designing, developing, configuring, testing and deploying software to provide the solution. Developers write the code to produce applications that provide measurable business value. Developers most often use Agile techniques and are a part of a larger, cross-functional team. Senior Developer Team Leads should have a passion for learning new languages/ technologies and staying on top of the technology wave. The Senior Developer & Team Lead works closely with Architects, Administrators, Code Developers, Project Managers, Business Analysts, Subject Matter Experts and Key Stakeholders to deliver applications that address documented business requirements that operate within design specifications. The Senior Developer & Team Lead builds applications in accordance with MNIT Software Development Life Cycle and follows standard application development best practices. The Senior Developer & Team Lead is considered to be an expert by maintaining and building competency by taking the sole role in identifying elements of highly complex and large-scale projects. Senior level participation and support of peer code reviews, technical walkthroughs, cross-training, mentorship and other knowledge transfer activities are expected.

This position requires an employee to work onsite at 540 Cedar St, St. Paul, Minnesota at least 50% of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
Minimum Qualifications

Position requires a minimum of five (5) years of IT related experience in .NET cloud development, enterprise-class database application development using Oracle or SQL Server, and the development of advanced APIs.
Experience must include:
-
Advanced level of experience in business processes and support of Human Services information technology for non-profit, local, county, state, or federal agencies
-
Advanced level of experience in managing the Software Development Lifecycle of enterprise class systems including proper version control, communication, and task tracking.
-
Advanced level of experience in Developer/Programmer role working with Microsoft .NET Development Tools
-
Ability to manage extensive application development portfolio with multiple projects at various stages of design, development, implementation or production.

Ability to mentor and lead other junior technical developers to design, build and implement technical solutions for various business needs.
-
Ability to deliver effective verbal or written messages that facilitate mutual understanding on both parties.
-
Customer service skills that include active listening, empathy, and problem-solving.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Preferred Qualifications

Knowledge of business continuation, disaster recovery desired.

Knowledge of Change and Configuration Management or similar systems for task based work tracking is desired.
