The Department of Revenue’s Human Resources team supports employees throughout their careers while helping create a safe, healthy, and productive workplace. Within Human Resources, the Benefits and Risk Management team oversees programs that support employee well-being and help reduce workplace risk, including workers’ compensation, return-to-work, safety and ergonomics, employee benefits, and related HR programs. This is an exciting opportunity to join a collaborative HR team and play an important role in strengthening risk management practices across the Department. If you enjoy solving problems, working with people, analyzing information, and developing processes that support employees and the organization, this may be the opportunity for you. What You'll Do: The HR Risk Management Specialist serves as a primary resource for the Department’s risk management programs. This position manages workers’ compensation and return-to-work activities, supports workplace safety and ergonomics initiatives, analyzes risk-related data, and partners with employees, supervisors, HR leadership, and other stakeholders to identify risks and improve processes. The position also provides training and guidance on risk management programs and provides limited support to the Benefits Specialist as needed.
Primary Job Duties:
- Workers’ Compensation Program Management: Administer and monitor workers’ compensation claims, including claim intake, tracking, documentation, and coordination with State Risk Management and third-party administrators.
- Employee and Supervisor Support: Serve as a resource to injured employees and supervisors throughout the workers’ compensation process and provide guidance regarding applicable processes and requirements.
- Return-to-Work Program: Administer and manage the Department’s return-to-work program for employees with work-related and non-work-related injuries or illnesses.
- Return-to-Work Coordination: Partner with employees, supervisors, and appropriate HR staff to communicate return-to-work options, coordinate documentation, and support effective return-to-work processes.
- Risk Data Analysis and Reporting: Track and analyze claims, safety, and risk-management data; identify trends; develop reports; and provide information to support program and management decisions.
- Risk Management Improvements: Identify opportunities to improve risk-management strategies, systems, procedures, and processes and provide recommendations to HR leadership.
- Safety and Ergonomics: Conduct ergonomic evaluations, identify workplace risk exposures, recommend improvements, and support workplace safety and injury-prevention efforts.
- Safety Program Support: Collaborate with divisions and the DOR Safety and Security Team on risk assessments, safety audits, training initiatives, and other safety-related activities.
- Training and Consultation: Develop and provide training, guidance, and consultation to employees and supervisors on workers’ compensation, safety, ergonomics, and other risk-management topics.
- Program Compliance and Support: Maintain knowledge of applicable laws, policies, procedures, and program requirements and provide backup support for employee benefits activities when needed.
This is a remote position primarily conducted via telework/work-from-home arrangements. Occasional travel to a State or alternate location may be required based on business needs. The selected candidate must maintain Colorado residency throughout their employment and comply with all applicable State of Colorado and department remote work policies, procedures, and requirements. Minimum Qualifications: Must meet the following or a combination of education and experience to meet the minimum (MQ) qualifications:
Experience Only:Six (6) years of relevant experience in an occupation related to the work assigned to this position, which must include one or more of the following areas: workers compensation, risk management, occupational or workplace safety, return to work programs, clams administration, ergonomics or workplace injury prevention.
Or
Education and Experience:A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years This experience must include one or more of the following areas: workers compensation, risk management, occupational or workplace safety, return to work programs, clams administration, ergonomics or workplace injury prevention.
Substitutions Six (6) years of relevant experience, as described above, may be substituted for the required degree on a year-for-year basis.
Preferred Qualifications: The preferred candidate will possess the following skills:
- Six (6) years of professional experience specifically in workers compensation, risk management, occupational safety, return-to-work programs, or a closely related field.
- Experience administering or coordinating workers’ compensation claims, including working with employees, supervisors, third-party administrators, insurance carriers, or state risk-management programs.
- Experience developing, administering, or coordinating a return-to-work program for employees with work-related or non-work-related injuries or illnesses.
- Experience conducting workplace safety assessments, risk assessments, or ergonomic evaluations and recommending measures to reduce workplace risk.
- Experience analyzing claims, safety, or risk-management data, identifying trends, and developing reports or recommendations.
- Experience interpreting and applying laws, regulations, policies, and procedures related to workers’ compensation, workplace safety, risk management, or related HR programs.
- Experience developing or delivering training, guidance, or consultation to employees, supervisors, or management on risk-management or HR-related topics.

Conditions of Employment with the CDOR: Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations. Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
