Hybrid Workplace Arrangement: Although this position will be designated under the department’s hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.

The salary range posted for this position is $6,022 - $7,820/monthly; although a salary range is listed, hiring salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

The Division of Professions and Occupations (DPO) protects consumers in the state of Colorado through licensing and regulatory enforcement for approximately 50 professions, occupations, and businesses, and the corollary regulatory environment. Position: SJA 918 This position provides support to the Policy and Communications Team and across the Division by performing functions necessary to support and ensure aspects of the daily operations of the Policy and Communications Team’s core areas are streamlined and organized. This includes performing legislative analysis, tracking and implementation, communication planning, and helping to determine strategic goals for education and outreach. The position also analyzes and tracks legislation affecting the Division, including determining potential impact to the Division and the public; is responsible for breaking down the pieces of legislation and explaining the impact of legislation to other Division employees; as well as working with other members of the Policy and Communications Team to explain impacts and needs to the public. The position also works with other Division program areas to analyze areas where public education or outreach regarding division processes is needed.

In addition, the position leads the Division’s sunrise and sunset efforts, which includes providing policy research to make policy recommendations, and serving as the staff contact for the Nurse Physician Advisory Task Force for Colorado Healthcare (NPATCH), which is an advisory task force who makes healthcare policy recommendations. The position is also responsible for staff contact duties, which entails coordinating and facilitating meetings, working with task force members, coordinating task force appointments, and drafting various recommendations.

Duties include, but are not limited to:

  • Reviewing bills and providing recommendations to Division leadership regarding technical concerns, along with drafting legislative review forms and summaries;
  • Coordinating with the Division’s various programs, the Deputy Director for Policy and Communication and Division Director to conduct research and analyze issues during sunset reviews and provide data and information to the Colorado Office of Policy, Research and Regulatory Reform;
  • Serving as the primary facilitator for Division-led working groups, internal projects, and other special projects related to legislative implementation and sunset review;
  • Analyzing statutes, rules, policies and best practices in order to make recommendations related to ensuring consistency in law, incorporating best practices or clarifications recommended based on stakeholder engagement across more than 50 professions;
  • Managing information related to all policy and communications processes, which includes policies, tracking/monitoring spreadsheets related to communication and outreach, educational efforts across the Division, legislative tracking and implementation, and archived legislative files;
  • Supporting the internal and external communication duties for the Policy and Communications Team, which includes promoting awareness of occupational licensure requirements, disciplinary processes, complaint trends, and strategic communication goals for the Division.
  • Providing legislative testimony on bills impacting the Division.

MINIMUM QUALIFICATIONS (MQs): There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience.

Option 1: Experience

  • Seven (7) years of professional* work experience performing at least two (2) of the following five (5) functions: • Project Management: managing and effectively prioritizing multiple projects, including conducting in-depth research; monitoring and driving progress; and reporting outcomes;
  • Data and Statistical Analysis: metric development and tracking; collecting, compiling and organizing data; and establishing effective reporting mechanisms;
  • Policy Analysis: experience in analysis of public policy and legislation, including identification of economic impacts, implementation issues, and regulatory options; as well as experience presenting such analysis to senior policy officials;
  • Stakeholder outreach and engagement: planning for and/or conducting stakeholder outreach and engagement related to regulatory policy and legislation, including building and sustaining relationships with various stakeholders;
  • Research: experience conducting research to identify best practices related to occupational licensure to direct and provide leadership with recommendations for strategic improvements in approaches to regulation.

Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business administration, healthcare administration, healthcare management, public health, public administration, statistics, or a closely related field; AND
  • Five (5) years of professional* work experience performing at least two (2) of the following five (5) functions: • Project Management: managing and effectively prioritizing multiple projects, including conducting in-depth research; monitoring and driving progress; and reporting outcomes;
  • Data and Statistical Analysis: metric development and tracking; collecting, compiling and organizing data; and establishing effective reporting mechanisms;
  • Policy Analysis: experience in analysis of public policy and legislation, including identification of economic impacts, implementation issues, and regulatory options; as well as experience presenting such analysis to senior policy officials;
  • Stakeholder outreach and engagement: planning for and/or conducting stakeholder outreach and engagement related to regulatory policy and legislation, including building and sustaining relationships with various stakeholders;
  • Research: experience conducting research to identify best practices related to occupational licensure to direct and provide leadership with recommendations for strategic improvements in approaches to regulation.

OR

  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor’s degree in business administration, healthcare administration, healthcare management, public health, public administration, statistics, or a closely related field; AND
  • Three (3) years of professional* work experience performing at least two (2) of the following five (5) functions: • Project Management: managing and effectively prioritizing multiple projects, including conducting in-depth research; monitoring and driving progress; and reporting outcomes;
  • Data and Statistical Analysis: metric development and tracking; collecting, compiling and organizing data; and establishing effective reporting mechanisms;
  • Policy Analysis: experience in analysis of public policy and legislation, including identification of economic impacts, implementation issues, and regulatory options; as well as experience presenting such analysis to senior policy officials;
  • Stakeholder outreach and engagement: planning for and/or conducting stakeholder outreach and engagement related to regulatory policy and legislation, including building and sustaining relationships with various stakeholders;
  • Research: experience conducting research to identify best practices related to occupational licensure to direct and provide leadership with recommendations for strategic improvements in approaches to regulation.

SUBSTITUTIONS:

  • A combination of professional* work experience as described above, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted for the bachelor’s degree on a year-for-year basis;
  • A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelor’s degree.
