Summary

As a Workforce Division Director, you will serve as a Director of either the Workforce Operations Division or the Workforce Planning Division within ASD. Location of position: Washington, DC; Kansas City, MO; Fort Worth, TX; Lakewood, CO; Tacoma, WA; Atlanta, GA; New York, NY; Boston, MA; San Francisco, CA; Philadelphia, PA; Chicago, IL We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Provides senior leadership, expert technical guidance, and authoritative advice to the management leadership on all administrative, management, and human resources activities for the assigned Division. Directs the logistical support functions for the organization, including space management and the acquisition of office supplies, equipment and material to support the information technology and telecommunications requirements of the organization/division. Provides briefings to the Director on a myriad of highly complex management and administrative issues and problems. Evaluates and analyzes the organization's personnel alignment and operational structure relative to the accomplishment of program goals and objectives and makes recommendations to senior management to maximize organizational efficiency. Plans work to be accomplished, balances tasks among employees and ensures deadlines are met and that each employee has an integral role in developing final products. Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Undergo and pass a background investigation (Tier 4 investigation level). Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Serve a one year supervisory or managerial probationary period, if required. Qualifications

To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. Your resume should contain enough information to make a valid determination that you fully meet experience requirements for each grade level you are applying to. If you do not provide enough information for us to determine your qualifications, you may be rated ineligible. If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-15 salary range starts at $150,359 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is: Directing strategic business planning, operational policy implementation, and performance management frameworks; utilizing advanced qualitative and quantitative analysis to provide data-driven insights for executive decision-making; overseeing critical functions including project execution and workforce planning; and providing supervisory oversight to a workforce division, including division logistical support.

How You Will Be Evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Expert knowledge in performance analysis, business forecasting, and strategic case development to provide data-driven insights for informed decision-making across the portfolio. Ability to develop executive level briefing materials, analytical reports, and operational insights to guide the portfolio's planning, execution, and investment decisions. Ability to assess and mitigate risks related to programmatic and organizational performance. Expert knowledge in coordinating agency-wide audits, accountable actions, internal controls, and related risk mitigation processes. Ability to effectively delegate tasks to a team to enhance efficiency. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process. Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process. If selected, you may be required to provide supporting documentation.
