Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an expert specialist in life-cycle Construction Contract Administration for the Omaha District, Construction Division. Responsibilities Serve as a lead construction contract administration specialist engaged in the full scope of activities related to construction contracts. Monitor cradle to grave administrative activities on construction contracts Analyze contract finances, contract clauses, contract payment provisions and contractor activities in order to initiate baseline data. Identifiy discrepancies in modification and payment packages and as needed, returns to the field offices for correction. Review and process monthly contractor payment estimates for all contracts including unit price, cost reimbursement, multi-funded and design/build. Responsible for construction contract closeout involving final payment actions, claims resolution, final acceptance notification, etc. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-11 (In-service Applicants - Current or Former federal employees): One year of specialized experience which includes 1) applies basic principles of construction contract administration by performing tasks such as creating and maintaining contract files in an automated system. AND 2) Assisting with the review of payment documents by comparing invoices to contract terms, verifying calculations, and entering data into tracking spreadsheets or financial systems. AND 3) Providing administrative support for contract closeout and compliance by tracking the status of contract modifications and distributing documents as required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience for GS-11 (For Outside Applicants - non-Federal Employees): One year of specialized experience which includes 1) Performing developmental duties in construction contract administration, such as setting up new contract documents in automated systems and verifying field data input for accuracy. AND 2) Reviewing routine contractor payment estimates and invoices, identifies and reports discrepancies to senior specialists, and ensures required information is entered correctly into accounting systems. AND 3) Assisting in the contract closeout process by gathering and organizing documentation for final payment packages and providing support for contract audit activities under the guidance of a higher-grade employee. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Specialized Experience for GS-12: One year of specialized experience which includes 1) Assisting with life-cycle construction contract administration by reviewing contract modifications and documentation for technical adequacy and compliance with regulations. AND 2) Processing monthly contractor payment estimates for various contract types, ensuring compliance with payment schedules and maintaining accurate cost accounting records in automated systems. AND 3) Supporting construction contract closeout activities by processing payment packages, tracking the status of closeouts, and assisting with data entry and quality control. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
