Duties

THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the PROGRAM ANALYST, GS-0343-9, is to serve as the program manager over the Strong Bonds program, responsible for developing, implementing and administering the Strong Bonds program to the state of CA, and serves as an assistant to the full-time state Chaplain. Serves as key coordination point for all Strong Bonds program requirements. May make additional selections within 90 days of eligible(s) issuance. Requirements

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. May be required to successfully complete a one or two year trial period. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. PROGRAM ANALYST, GS-0343-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level experience in the application of the National Guard organizational structures, functions, procedures, and techniques; Experience using computer and automation systems; Experience in the application of practices, theories, techniques, and methods of management; Experience analyzing, interpreting, and developing policies and procedures of local management. Education

Substitution of Education for Specialized Experience: Have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work required OR a combination of education and experience. (Only graduate education in excess of the amount required above may be used.) As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference.
