Position Description

This position Engineer 2 coordinates and performs activities involved in development of complex plans, specifications, construction, and cost estimates for complete streets projects initiated by the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) as part of the Choose How You Move (CHYM) Program. Performs related duties as required. CHYM, approved by 66% of voters in 2024, is Mayor O'Connell's transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville's history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow. CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

Typical Duties

• Performs complex administrative/engineering duties for complete streets projects.
• Coordinates and participates in the design and construction of complete streets projects.
• Designs, prepares, reviews, and/or revises complex plans and specifications for complete streets projects.
• Recommends solutions to complex design problems or systems modifications, ordinances, and correspondence.
• Oversees and performs project feasibility studies.
• Coordinates and reviews data and cost estimates for project bids.
• Interprets local, state, and federal regulations affecting complete streets projects.
• Oversees all phases of federal grant application and administration for projects.
• Coordinates and performs on-site inspections of projects.
• Reviews and approves final "as-built" plans and specifications.
• Acts as project manager for complete streets projects.
• Oversees acquisition and easements of property for municipal projects.
• Consults and advises contractors on interpretation and enforcement of construction contract provisions.
• Confers with contractors on project progress.
• Makes final inspections of project.
• Approves final payment for services.
• Coordinates activities with other departments, government agencies, or private firms concerning complete streets projects.
• Reviews materials test reports for compliance with minimum standards.
• Prepares and reviews specifications, technical reports, and correspondence.
• Represents department at various meetings as needed.
• May supervise employees, including assigning and reviewing work, evaluating employee performance, approving leave requests, counseling with and correcting employees as needed, and training and/or establishing training requirements for employees.

Minimum Qualifications

Bachelor's Degree in Engineering from an accredited college or university, Professional Engineering License, and six (6) years of post-degree engineering experience, including two (2) years as a professional engineer

LICENSES REQUIRED Valid Driver License

NOTE: A Professional Engineering License from any state is required to apply for this position however, a Tennessee Professional Engineering License must be obtained prior to completion of the six-month probationary period.

Failure to obtain the Tennessee Professional Engineering License will terminate employment.

Preferred Experience, Knowledge, Skills, and Abilities

• Knowledge of the current practices used in the area of complete streets design and delivery.
• Knowledge of local, state, and federal regulations affecting complete streets projects.
• Knowledge of construction contract administration.
• Analyze difficult engineering data and interpret engineering plans and specifications.
• Experience making accurate engineering computations.
• Direct and coordinate the work of engineering personnel.
• Experience overseeing a project from conception to completion.
• Experience with writing detailed technical reports.
