Salary: $4,368 per month (SR-16, Step D)

Shift Work: Applicants must be willing and able to work rotating shifts, including evenings, weekends and holidays.

This is the entry trainee level in the Biosecurity Inspector series, which is designed to provide a career-oriented introduction to the background, philosophy, concepts, scope and interrelationships of the State’s plant and non-domestic animal quarantine and pest control programs. On-the-job training assignments provide practical understanding and initial introduction to the organization, programs, policies and objectives of the agency as well as furnish preliminary experience in the application of principles, procedures, work processes, techniques and scientific reference material to actual situations. Performs other related duties as assigned. In addition, trainees will be required to attend the Biosecurity Academy.

The Biosecurity Academy ensures that participants receive the training necessary to competently perform their duties. It serves as a formal training program for incoming Biosecurity Inspectors and is not a prerequisite for employment. The Academy will run for approximately four (4) months, beginning in November 2026 and concluding in March 2027. Training will be conducted in person at Leeward Community College (LCC) and will include work-based learning opportunities at the Plant Industry Division, Plant Quarantine Branch sites and partner locations throughout the State of Hawaii. Attendees will be responsible for their own transportation.

Individuals participating in the Biosecurity Academy must have met the minimum qualifications of the Biosecurity Inspector I class of work. Applications with the highest scores in the in-person interview process will be offered employment. The interview process will include an in-person written component.

There will be no educational costs for participants attending the Biosecurity Academy at LCC. All educational expenses will be covered by DAB. Upon completion of the Academy, graduates may retain the academic credits earned at LCC for their personal use toward future higher-education pursuits.

The Academy will not include a pass/fail requirement; however, participants will be subject to a nine-month initial probationary period. To qualify, you must meet all of the following requirements:

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education: Graduation from an accredited four (4) year college or university with a bachelor's degree at time of application.

In addition, the education background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; perform basic arithmetical computations; and solve complex problems logically and systematically.

Driver's License: Applicants must possess a valid driver's license at the time of appointment.

Special Requirement: Applicants must be able to lift and carry objects weighing up to 40 pounds unassisted, with or without reasonable accommodation. Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the Security Identification Display Area (SIDA) clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within 10 years from the date of the application. Upon acceptance of the conditional offer, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years. The cost for the records check will be the applicant's responsibility; however, the Department of Agricultural will provide reimbursement if the applicant successfully clears the Criminal History Record Check and provides proof of a badge issuance.
