Summary This vacancy is for a GS-0203-7/8, LEAD HUMAN RESOURCES ASSISTANT located in the Department of Homeland Security, U.S. Coast Guard, HUMAN RESOURCES SERVICE CENTER SOUTHEAST. This position will be filled in WASHINGTON, District of Columbia or Norfolk, VA . Responsibilities You will serve as a/an LEAD HUMAN RESOURCES ASSISTANT and be responsible for a wide variety of issues which range from routine to highly complex. The position provides technical support to the customers, employees and management officials/supervisors. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Set priorities and deadlines for a team of HR Assistants, assigns work based on region and priorities, verifies timely accomplishment of the assigned workload, and works in conjunction with supervisor in facilitating work load balance. Provide technical guidance, information and expertise on standardized procedures, policies and directives. Manage projects such as the Federal Employees Health Benefits (FEHB) program and the Thrift Savings Plan (TSP) open seasons. Troubleshoot personnel action rejects from the automated systems. Determines where the error exists and takes appropriate action to ensure accuracy of the system data and correction of the problem. Process a full range of personnel actions that include promotions, reassignments, separations, accessions and correction packages consistent with regulations and policies. Qualifications To qualify at the GS-7 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-6 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Processing and reviewing routine personnel and pay actions for accuracy and completeness. Applying HR policies and procedures to respond to employee and supervisor questions. Using automated HR or payroll systems to enter, retrieve, and update personnel information. Researching HR guidance to resolve routine personnel processing issues. Tracking assignments, deadlines, and personnel actions while managing multiple priorities. Education: Applicants may qualify based on the successful completion of one academic year of graduate-level education in a field directly related to the work of the position, or a combination of experience as described in the job opportunity announcement and education. You must submit a copy of your transcripts. Note: Education may be substituted for experience at this grade level. Candidates must be able to type at least 40 words per minute. To qualify at the GS-8 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-7 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Leading HR support work by assigning priorities, monitoring workload, and providing guidance to staff. Processing and reviewing personnel and pay actions for accuracy and proper documentation. Applying HR policies and procedures to answer employee, supervisor, and customer questions. Using HR or payroll systems to process actions and correct errors or discrepancies. Researching and resolving HR processing issues while managing multiple priorities and deadlines.
