Full job description

Summary About the Position: Serves as Construction Representative with full responsibility for the management and surveillance of assigned construction and/or remediation projects, which constitute a major portion of the total construction activity, or several smaller projects within a geographical area. Advises, directs and instructs lower grade personnel as required. Responsibilities Provides technical assistance and support on the review of project plans and specifications to determine site compatibility and anticipated problems. Coordinates with other contractors, private concerns and government agencies involved to preclude conflicts of interests or jurisdictional disputes and to maintain effective public relations on assigned construction projects. Observes all construction phases to insure compliance with contract schedules, specifications and shop drawings; identify actual or potential problems and determine necessity for changes or remedial action. Investigates need for contract change orders, controversies which could lead to formal claims by the contractor, deviations requiring engineering determination and other matters. Makes on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction, deviations from schedules, substitution of materials, and resolution of disputes over the acceptability of work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Monitoring construction quality such as adherence to approved production schedule or proper installation of material components; 2) Analyzing various phases of construction to ensure compliance with contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Position may be filled as a Term Appointment NTE [specific date or number of months and/or years]. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Engineers & Scientists Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. A relocation or recruitment incentive MAY be authorized based on the needs of the agency.
