Full job description
The Department of Environmental Quality/Office of Environmental Assessment has a vacancy. The Louisiana Department of Environmental Quality’s (LDEQ) mission is to provide service to the people of Louisiana through comprehensive environmental protection in order to promote and protect health, safety, and welfare. This Statewide position serves as the State expert and primary assistant to the Administrator in developing UST policies, guidance, and regulations. Lead person for the implementation of the Energy Act Requirements for Underground Storage Tanks, as part of the Federal Law that was passed in 2005 for additional protection of groundwater resources. The incumbent will interface with the public, regulated community, and federal agencies to ensure that Energy Act requirements are met statewide and are properly communicated to the public and regulated community.
A bachelor’s degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus four years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), OR laboratory auditing; OR
A master’s degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus three years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing; OR
A doctorate in any of the qualifying educational fields plus two years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing.
Supplemental Qualifications:
Two years of scientific/technical environmental experience at or above the Environmental Scientist 3 level in the evaluation of Underground Storage Tank (UST) systems and/or releases from these systems through the performance of UST compliance inspections, investigations, or site remediationThe official job specifications for this role, as defined by the State Civil Service, can be found here. Job Duties:
- Represent UST Prevention at EPA state and annual meetings, providing program updates and responses to annual questionnaires and serving as the division point of contact for Energy Act and compliance matters.
- Lead the LOMA/LDEQ UST Workgroup, providing regulatory recommendations and feedback on proposed UST statute and regulation changes.
- Manage the Operator Training Contract and EPA LUST Prevention Grant Project, including application review, prioritization, approvals, and reimbursement processing.
- Review and approve UST enforcement referrals, temporary closure site assessment extensions, release detection variances, site assessment waivers, 180-day delivery prohibition extensions, and other regulatory requests.
- Oversee UST registration, installation/repair, and closure NOI RSP projects; train staff through in-person and webinar sessions; attend Trust Fund Advisory Board meetings; and deliver public presentations on UST Prevention issues at conferences and conventions.
Position-Specific Details: Appointment Type: Promotion – Internal Open only to current permanent employees of DEQ Domicile: Statewide Compensation: This position offers a Special Entrance Rate (SER) listed below. This is the minimum compensation that may be offered. The job title and salary offered will be determined based on qualifications and experience.
