Summary

THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 IT SPECIALIST (SYSTEMS ADMINISTRATION) (MI G6), Position Description Number NGD2488P01 and NGD2489P01 and is part of the MI JFHQ Army, Michigan Army National Guard. MICHIGAN ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Duties

THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP GS9 This is a trainee position located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. This trainee position is classified at less than the full performance level for recruitment and training purposes. The next higher/target level for this career ladder assignment is Information Technology Specialist(SYSADMIN) Specialist, GS-2210-11, PD D2489000. Assignments are progressively more difficult until the full performance level of GS-2210-11 is reached. Supervisory requirements are progressively less detailed as the incumbent gains more experience. Incumbent may be promoted non-competitively to the next higher/target level position upon meeting the following requirements: (1) Incumbent demonstrates ability to perform at next higher/target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training; and, (6) Incumbent completes all Series GS-2210 qualification requirements and regulatory requirements for career ladder promotions. 1. This is a developmental position. The next full performance target level(FPL) for this career ladder assignment is Information Technology Specialist(SYSADMIN) Specialist, GS-2210-11, PD D2489000. The incumbent performs GS-2210-09 duties under closer than normal supervision. Must complete at least 12 months of specialized work experiences at this grade to successfully achieve the GS-2210-11 competency. The GS-2210-09 position task assignments become progressively more difficult until the target level GS-2210-11 is reached. 2. Performs the basic duties and has the basic responsibilities as described in the GS-2210-11 position description; however, detailed assistance, guidance, and support from the supervisors and co-workers are provided, as required, until statutory and performance requirements for advancement to the next higher level are met. 3. Receives formal and/or on-the-job instructions designed to familiarize incumbent with the functions and operations of the program area and work responsibility. Incumbent is provided practical experience in the application of related knowledge and applies professional and/or management theory, principles, and practices to complete the assigned work. GS 11 This position is located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. The purpose of the position is to serve as a systems administrator on one or more of the systems maintained/administered throughout the state. The incumbent is responsible for installing and testing the system security configuration and monitoring, operating, troubleshooting and maintaining server hardware and software. Manages all assigned servers and server resources, analyzing and defining requirements; analyzing workload; monitoring capacity and performance; diagnosing and resolving problems; and developing backup and recovery procedures. Installs, configures, and maintains servers and server resources in support of business processing requirements and ensures that servers are tested for stability. Installs and upgrades operating systems and layered software packages, ensuring compatibility with Army standards prior to installation of upgrade or new release. Resolves inquiries and problems concerning access, use, and availability of datacenter technologies. Provides technical assistance to current and potential users to minimize disruptions of computer operations. Provides formal or informal training so users understand the relationships of the system and are able to work with the system without undue interruption. Tests and analyzes system malfunctions to resolve physical and logical processing problems. Analyzes, evaluates, and resolves malfunctions by adjusting equipment configurations, realigning port allocations, recommending appropriate acquisitions, and distinguishing between equipment, software, and operation problems. Maintains liaison with counterparts at other commands/installations for troubleshooting assistance and researching available products and state-of-the-art technologies and advancements. Develops strategies to incorporate into the organization's inventory such technologies and advancements found to be compatible with user requirements, taking into consideration any affect these technologies and techniques will have on existing architecture and infrastructure. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). GENERAL EXPERIENCE: All applicants must demonstrate experience that provided the competencies necessary to perform the work of the position. General experience for the GS-2210 Information Technology Management Series includes work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of an IT Specialist (System Administration). Such experience must demonstrate: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. General experience may have been gained through IT support, system operations, network or workstation troubleshooting, installing or configuring software, assisting with system maintenance, or other similar duties that develop the competencies above. SPECIALIZED EXPERIENCE: GS9 In addition to the OPM IORs (Alternative A) specialized experience examples, 24 months specialized experience includes experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS11 In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. Education

You must meet the following Education requirement to qualify for education in lieu of specialized experience for this position: GS9 master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree GS11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must provide transcripts or other documentation to support your Educational claims.
