Summary
This position is located in Agricultural Marketing Service (AMS), Specialty Crops Program (SCP), Specialty Crops Inspection (SCI) Division, Business Management Services (BMS). The incumbent serves as an advisor and assistant on the administration of SCI programs providing expert advice and guidance on broad projects and programs with national impact.
Duties
- The duties may include, but are not limited to:
- Assists in providing division-wide management analysis and process improvement initiatives.
- Develops, revises, and implementation of policies, procedures, and instructional guidance for nationwide SCI operations.
- Actively participates with Management on issues involving organizational development, position management, and personnel needs.
- Provides technical guidance to Field Support Branch staff in the development and execution of the nationwide inspection, auditing and certification for fresh and processed fruits and related products.
- Works closely with officials from other organizations in effectively dealing with the various Division programs.
- Plans, organizes, coordinates, and conducts analytical studies to identify and examine program, administrative, and resource management trends and problem areas.
- Carries out special projects as assigned and undertakes other additional duties without adversely affecting proficiency on primary workload or the quality of work products.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience conducting analytical studies or applying qualitative and quantitative methods to enhance the efficiency and effectiveness of inspection, auditing, and certification programs for fresh and processed fruits, vegetables, edible nuts, and specialty products. Experience negotiating with management to adopt recommendations affecting priorities, staffing, resource allocation to ensure compliance with Agency, Program, and Division directives. Experience advising leadership on program developments and strategic planning involving the support and development of management, supervisory, technical, and administrative personnel. Experience in preparing reports, briefings, and recommendations to ensure the consistent implementation of policies. Note: There is no education substitution for this grade level. TRANSCRIPTS are not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position involves Mobile Work: Mobile work is characterized by routine and regular travel to conduct work in customer or other worksites as opposed to a single authorized alternative worksite.
