Summary
There is one position located in the Office of Human Resources (OHR) of the Federal Deposit Insurance Corporation in either Washington, D.C., or one of the seven regional offices. Salary reflects a pay cap for this position of $277,500.
Duties
Oversees a team of HR professionals to provide services to all FDIC employees. Assigns and reviews work, delegates responsibility, and evaluates performance. Provides and/or secures the training necessary for employees to satisfactorily perform their assigned tasks. Initiates and recommends disciplinary actions for review and carries out such actions and employee counseling as necessary. Conducts interviews and makes recommendations of employees for appointment, reassignment, promotion, etc. Recognizes performance through awards and/or other recognition. Approves/disapproves requests for leave, telework, travel, training, etc. Serves as technical advisor and consultant to the Assistant Director for assigned HR programs. Establishes and maintains effective working relationships with supervisors, employees, and others throughout the serviced organizations, and from other agencies. Regularly communicates and works closely with other HR managers and Divisions/Offices to coordinate efforts and ensure programs are effectively administered. Drafts operational program goals and long-range plans and objectives to meet the HR management needs of the Corporation; collaborates with the Assistant Director on alignment of goals, plans, and overarching strategies. Collaborates with the Assistant Director to identify and determine operational resource needs and resource allocations to meet objectives. Conducts short- and long-range planning in conjunction with anticipated changes in the Corporation's structure. Evaluates applicable HR program directives and operating procedures with a focus on improving program operations. Develops or revises directives, internal guidance, and procedures to enhance the efficiency and effectiveness of nationwide HR programs. Develops project plans to implement new policies and procedures. Evaluates assigned HR program(s) and ensures compliance with established directives, procedures, and related regulations. Ensures operational compliance with legal holds, consent decrees, and Office of Inspector General (OIG) findings as applicable. Monitors workload and evaluates the effectiveness of staff and HR program operations. Contributes to strategic efforts to restructure, downsize, recruit or provide more effective HR operations to ensure the Corporation has appropriate skill sets and HR services to meet mission requirements. Ensures that the Assistant Director and HR senior leadership have the information needed to make informed and appropriate decisions for corporate-wide HR efforts. Responds to inquiries associated with human resources management policies and procedures received from Corporation employees or outside sources such as members of Congress. Attends meetings and conferences related to human resources management and the development and implementation of new or revised policies and/or regulations. Participates in special projects or studies of considerable scope and depth critical to the resolution of operating issues and programs. Collaborates with management in employing change management processes and techniques to meet Corporation goals. Recommends changes in processes or systems and participates in the development of new processes and systems for assigned program areas. Requirements

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised). Leadership Experience: Experience in leading and coordinating projects and/or significant collaborative efforts; ensuring the products are adequate and accepted; and giving feedback to team members on efforts. Technical Experience: Experience in administering technical HR Staffing and Recruitment programs for multiple series and grade levels and coordinating efforts involving functional work in staffing and recruitment programs, projects, studies, and policies. Selective Placement Factor: Current Delegated Examining (DE) certification by the U.S. Office of Personnel Management is required for this position. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.

Knowledge of the laws, rules, regulations, and guidelines pertaining to Federal human resources management, including Title 5 of the United States Code, Title 5 of the Code of Federal Regulations, Veterans' Preference laws, the Fair Labor Standards Act, etc., as applicable to one or more of the following HR programs: recruitment and staffing operations, entry-level hiring programs, policy development and implementation, and leave administration. Knowledge of the regulations, Executive Orders, precedents, procedures, and rules in the HR area(s) overseen. Skill in planning, developing and measuring/evaluating HR operations to make necessary program adjustments and take action to prevent recurrences of problems. Ability to interact with a variety of individuals at all levels on a variety of sensitive human resources management issues to advise on potential solutions and, in some instances, help devise solutions where there is no established precedent. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rate for these duty locations range from a low of 18.97% to a high of 40.07%.
