Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Major Duties Lead Duties Serves as a Lead Tax Examining Technician responsible for coordinating, distributing, and monitoring the workflow of a group of employees performing tax examination work. Assigns, balances, and tracks workload in accordance with established priorities, program goals, and workflow requirements to ensure equitable distribution and timely completion of assignments. Monitors inventory and workflow conditions, identifies trends or problem areas, and communicates operational issues to management. Reviews completed work for accuracy, completeness, and adherence to established procedures and quality standards; provides constructive feedback, amends or rejects work not meeting standards, and elevates significant or recurring issues to the supervisor. Maintains current knowledge of applicable policies, procedures, and directives in order to serve as a technical authority to employees; answers questions, provides guidance on work processes, and advises on the interpretation of procedures and resolution of complex or unusual cases. Conducts on-the-job training and assists with classroom instruction to support employee development, improve performance, and ensure consistent application of procedures. Provides ongoing coaching and mentoring, identifies training needs, and supports the development of employee skills and competencies. Provides input to the supervisor on employee performance, progress, and training needs, and reports conduct or disciplinary issues as appropriate. Resolves routine, informal employee concerns and refers more complex or sensitive matters to the supervisor. Performs limited administrative and operational support functions in the absence of the manager to ensure continuity of operations within established guidelines, and recommends personnel actions such as recognition of outstanding performance and process improvements. Technical Duties Applies established procedures, guidelines, and regulations to review, analyze, and process tax returns and related documents. Identifies errors, discrepancies, and missing information; determines appropriate corrective actions; and ensures compliance with applicable tax laws, rules, and procedures. Resolves a variety of routine to moderately complex cases requiring the application of judgment within established parameters, including interpreting data, verifying information, and making necessary adjustments. Reviews and analyzes more complex or sensitive cases and independently determines appropriate actions with limited direction. Utilizes applicable systems, tools, and reference materials to complete assignments accurately and efficiently while meeting quality and production standards. Provides technical assistance to less experienced employees by demonstrating work methods, explaining procedures, and supporting the accomplishment of work assignments. Performs other related duties as assigned. Factor 1: Knowledge Required The position requires thorough and comprehensive knowledge of tax examination processes, procedures, and regulations applicable to the assigned program area sufficient to independently perform the full range of technical work while guiding others. This includes knowledge of return processing, error resolution, adjustment procedures, and applicable Internal Revenue Code provisions to identify discrepancies, determine appropriate corrective actions, and ensure accurate and timely case resolution, including more complex or non-routine situations. In addition, the position requires practical knowledge of team lead principles and practices, including workload distribution, workflow coordination, quality review, coaching, and monitoring of work in progress, sufficient to ensure timely and accurate accomplishment of program objectives. The incumbent applies this knowledge to balance competing priorities, assign work based on employee skill levels, ensure consistent application of procedures, and maintain production and quality standards. Knowledge of organizational functions, workflow processes, reporting requirements, and administrative policies is required to support the supervisor, maintain operational continuity, and perform limited supervisory support duties. The work also requires knowledge of training methods and techniques, as well as effective oral and written communication skills, to provide on-the-job instruction, respond to technical inquiries, and facilitate employee development. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-08: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience working/adjusting individual and/or business accounts, applying tax laws, regulations, practices, tax forms, notices, bills, and other documents relative to this position. Your experience should be sufficient to identify the nature and scope of problems or issues; make appropriate adjustments to accounts and advise the taxpayer of options available for meeting tax obligations; Experience with on-line systems, research materials, technology and tools to resolve taxpayer's inquiries/issues. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
