Full job description

Summary The Records and Information Management Specialist is the Lead Records and Information Management Specialist overseeing Records Management (RM) programs throughout all VS and providing FOIA support at the national level. They administer these activities in support of the VS Deputy Administrator, VS Associate Deputy Administrator, VS Executive Team (VSET), as well as the Field Operations (FiOps), Diagnostics and Biologics (D&B), and Strategy and Policy (S&P) business units. Responsibilities The duties may include, but are not limited to: Serves as the VS liaison to the Animal and Plant Health Inspection Service (APHIS) Legislative and Public Affairs (LPA) and Marketing and Regulatory Programs Business Services (MRPBS) Serves as the national expert on complex RM and related FOIA issues for VS, providing technical guidance and direction to each VS business unit. Establishes deadlines for business units to timely and accurately prepare Analytical Reports and RM deliverables. Researches, analyzes, and evaluates data for response to FOIA requests as related to RM needs. Assembles and reviews proposed FOIA release packages and assists with RM questions regarding FOIA packages. Formulates records and information management policy for the organization and developing plans for policy implementation. Analyzes RIM business processes and provides recommendations to improve workflow and create efficiencies by making use of automated tools, systems and technology. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: - Abilities and skills to effectively interpret and implement NARA and agency specific records management regulations and guidance. - Capability to make viable recommendations to support changes as it relates to policies, procedures, and processes to maximize the effectiveness and efficiency of Veterinary Services' records management activities. - Must possess experience and ability to develop short-term and long-term goals and approaches to achieve APHIS Veterinary Services' records management goals and objectives. - Must have the ability to train a team of liaisons to perform routine records management program functions to include but not limited to records cleanups, inventories, draft record schedules, development, and maintenance of file plans. - Must be able to identify, report, and find solutions for program risks and deficiencies requiring mitigative or corrective action for all Veterinary Services records management issues that may arise. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. CTAP applicants must receive a rating of at least 85 out of a possible 100 to receive selection priority. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
