Summary
This is a Equal Employment Manager role at VA Palo Alto Health Care System that leads EEO/Affirmative Employment, ADR, and external Civil Rights programs. The incumbent advises leadership, sets policy, prepares mandated reports, conducts workforce/barrier analyses, delivers EEO training, manages ADR mediations, oversees Title VI/IX/504 complaints, liaises with ORM/OGC/EEOC, and supervises staff. The position requires expert federal EEO knowledge.
Duties
Major Duties: Serves as principal advisor and subject-matter expert to organizational leadership on EEO/Affirmative Employment (AE), EEO case Alternative Dispute Resolution (ADR), and external Civil Rights (CR) programs, directing planning, evaluation, training, and reporting functions across the facility and its outpatient clinics. Proposes and develops policy and correspondence on EEO/AE, ADR, and CR matters, acting as liaison with internal and external stakeholders including unions, ORM, OEDCA, and OGC on complex issues. Assembles and submits federally mandated plans and reports, including the Annual EEO Plan/MD-715 Status Report, EEOC Form 462, Disabled Veterans Affirmative Action Plan, and Minority Serving Institutions initiative reports. Conducts annual MD-715 State of the Organization briefings to leadership and other EEO/AE, ADR, and CR briefings as needed, ensuring alignment of the organization's strategic plan with VA EEO/AE goals. Performs demographic and barrier analyses of the workforce against the Relevant Civilian Labor Force, identifying underrepresentation, triggers, and barriers, then developing corrective action plans with Human Resources. Coordinates targeted recruitment outreach, student intern pipelines, and monitors organizational climate and employee engagement to improve culture related to EEO/AE and CR. Ensures mandatory training completion (Prevention of Workplace Harassment, No FEAR) and provides ad hoc training on topics like sexual harassment prevention, unconscious bias, cultural competency, and disability employment. Manages the EEO case ADR function, overseeing mediation, facilitation, and conciliation services in accordance with VA Directive 5978. Serves as technical expert managing external complaints under Title VI, Title IX, and Section 504 alleging discrimination in VA-funded programs. Supervises EEO staff, sets performance standards and priorities, and manages the program's human resources, budget, procurement, and administrative operations while serving as liaison to ORM for complaint-related document requests. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of federal EEO regulations and principles, compliance, and enforcement skills, administrative, management and consulting skills, and knowledge of federal personnel administration.
