Duties
The United States Space Force (USSF) in Washington D.C. is searching for a Mission Support Specialist to support DELTA 13 (NH-0343-03, GS-12/13 Equivalent). Description: Step to the leading edge of national defense and help architect the future of the United States Space Force. In this high-impact strategic role, you will bridge the gap between cutting-edge space and cyber operations and the Pentagon's resource allocation engine. Your expertise will directly shape how the Space Force organizes, educates, and resources its total force-translating advanced operational concepts in Space Domain Awareness, Space ISR, and multi-domain warfare into fully funded, actionable programs across the Program Objective Memorandum (POM) and Future Years Defense Program (FYDP). Ideal Candidate: The ideal candidate is a seasoned human capital strategist, academic program manager, or military space operations professional with extensive headquarters-, Field Command-, or Delta-level staff experience in Total Force management and specialized Administratively Determined (AD) personnel systems. They possess deep expertise in the DoD Planning, Programming, Budgeting, and Execution (PPBE) process to build, defend, and integrate Space Force education, faculty pay requirements, and human capital initiatives into the Program Objectives Memorandum (POM) and Future Years Defense Program (FYDP). Additionally, they bring proven capability in administering complex AD faculty personnel actions, managing academic selection boards, and synchronizing requirements across Space Delta 13, STARCOM, and higher headquarters. Key Responsibilities: 1. Coordinates end-to-end personnel lifecycle actions for Administratively Determined (AD) Faculty, including recruitment, hiring authorities, salary determinations, appointments, contract extensions, onboarding, in/out-processing, and performance management across Senior Level Education programs. Serves as the primary personnel liaison between faculty, academic leadership and Space Delta 13. 2. Applies Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) processes to forecast, formulate, and execute faculty personnel and operational budgets. Develops Program Objectives Memoranda (POM) inputs, Budget Estimate Submissions (BES), cost projections, financial exhibits, and FYDP personnel projections/offsets for Delta 13 education programs. 3. Synchronizes personnel actions and operational alignment for Joint military instructors, Active Duty Guardians, and Total Force personnel assigned to or augmenting Space Force educational programs. Tracks suspense management, program records, and cross-service instructor memorandums of agreement (MOAs/MOUs). 4. Integrates Space Delta 13 faculty footprint, academic facility requirements, and classroom technology requirement. 5. Develops and standardizes Standard Operating Procedures (SOPs), governance charters, business rules, and administrative tracking systems for the emerging Space Force education enterprise. Coordinates high-level academic meetings, faculty symposiums, and Distinguished Visitor (DV) engagements. 6. Analyzes complex programmatic, personnel, and fiscal data to identify operational gaps and formulate actionable courses of action (COAs). Drafts executive correspondence and staff summary sheets for Space Delta 13 leadership and higher headquarters. Qualifications
