Human Resources Specialist (Workforce Planning)

Summary

This position is located in the Department of War Office of Inspector General (DoW OIG), Mission Support. The incumbent is responsible for workforce program design, including policy and operations for planning, evaluations, and workforce management to meet OIG mission critical requirements. The incumbent is responsible for oversight of data analysis and reporting; position/billet control; advise management; and associated policies and procedures.

Duties

• Direct the development, publication, and communication of the workforce plan, and advise senior OIG leaders (IG, PDIG, DIGs) on workforce planning requirements.
• Partner with OIG leadership to design and implement systems, analyses, and processes that define the optimal workforce mix (civilian, contractor, shared services) for current and long-term mission needs.
• Lead organizational assessments, workload studies, and analytical projects (e.g., attrition modeling, trend analysis, gap analysis) to inform workforce decisions and future requirements.
• Provide expert guidance on workforce allocations to ensure alignment with the OIG’s Financial Management Office and support transparent, data-driven Full-Time Equivalent (FTE) decisions.
• Maintain oversight of position allocation and billet tracking systems, ensure compliance with workforce planning laws and policies, and coordinate implementation of new workforce management technologies and best practices.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as demonstrated experience performing the following duties: Experience leading organization-wide workforce planning efforts, including developing strategic workforce plans and advising senior leaders. Conducted complex workforce assessments and analytical studies to evaluate staffing levels, competencies, and future requirements. Demonstrated experience integrating workforce planning into budget formulation, including analyzing and recommending annual workforce allocations. Experience overseeing workforce planning systems and ensuring compliance with all applicable laws, regulations, and policies.
