The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

Working under the direction of the Associate Vice President is responsible for overall day to day administrative operations of the department, providing direction, organization and management of Special Assignments, Support Services, and Training and Development. Serves as a key member of the department's leadership team, contributing to command-level decisions while reporting directly to the Associate Vice President in coordination with the Deputy Chief of Operations, Director of Physical Security, and Director of Transportation and Logistics. In coordination with the Associate Vice President’s established mandates is responsible for the direction and leadership of the administrative sections while coordinating the hiring, training and promotion of department personnel. Assists the Associate Vice President in development of budgets, setting priorities, inspections and scheduling all requirements of departmental administrative operations. Assists the Associate Vice President in developing and maintaining communications with all clients. Serves as additional representation of the department with the ability to step in to cover during the Associate Vice President’s absence. Assures Public Safety performance meets needs and expectations of users. Provides senior leadership for University Public Safety and adherence to University policy, procedure and activities crossing facility unit boundaries.

ESSENTIAL FUNCTIONS

  • Plans, organizes, and directs the administrative and non-patrol activities of the department through the effective leadership of assigned staff. Oversees departmental planning, resource allocation, and service delivery to ensure efficient and effective operations. This position collaborates with University Labor Relations to support contract development and negotiation efforts and serves as a key liaison in addressing and resolving public safety concerns, administrative issues, and stakeholder complaints. Ensures compliance with federal, state, university, fiscal, and personnel policies, procedures, regulations, and applicable codes. Collaborates closely with departmental and university leadership to establish strategic priorities, allocate resources, and maintain fiscal accountability. Exercises administrative authority and budget oversight for assigned programs, operations, and departmental expenditures while supporting the department's mission and long-term objectives.

  • Serves as a core member of the University’s Emergency preparedness committees, charged with ensuring that operational, safety and emergency procedure sub-committees discharge assigned duties consistent with professional practice and regulatory requirements.

  • Hires or makes recommendations on the hiring of the department staff, completes performance reviews and recommendations on promotions, salaries and other personnel matters. Consults and collaborates on recommendations for staff requirements, training and staff development. Determines composition and organization of staff and assigns responsibilities. Handles grievances and ensures constructive labor relations.

  • Through subordinate supervisors, introduces and maintains new methods and procedures, products and equipment. Works closely with other University groups to provide technical assistance, review and support of safety regulations or operational concerns. Provides materials necessary to support the operations.

  • Coordinates with Deans, Directors and department heads, and others to insure effective service levels and cooperative relations. Serves on various committees. Works closely with University departments concerning health and safety hazards and security.

  • Other duties as assigned

QUALIFICATIONS:

  • Bachelor's degree in Criminal Justice or related field required

  • Minimum 7 years’ experience managing a public safety, security, law enforcement organization

  • Equivalent combination of education and experience will be considered

LICENSES AND CERTIFICATIONS

  • Currently hold a police or peace officer certification from NYS DCJS or have the ability to obtain one within 18 months
