Science | Service | Sustainability About the Role: Are you ready to make a difference in environmental quality and emergency response? Join our team as an Environmental Health Manager II, where you’ll support South Carolina’s statewide oil and hazardous material response program. This position operates within the Bureau of Regional & Laboratory Services and the Division of Emergency Environmental Response, where teams respond to chemical spills, support emergency operations, and provide technical expertise across the state. Working under limited supervision, you’ll help develop and administer the statewide oil and hazardous material response program. Your work will include creating plans and procedures for environmental field and laboratory detection methods, maintaining air-monitoring and detection equipment, and responding to environmental incidents as a Duty Officer, Response Leader, or emergency worker. You will also coordinate the Emergency Planning and Community Right-to-Know Act (EPCRA) program, deliver training to response staff, and participate in environmental and radiological preparedness exercises. In this role, you’ll evaluate complex field situations, make independent decisions during emergency events, and provide technical assistance to the public, officials, and regulated industries. Your efforts will strengthen SCDES’s readiness and ability to respond to environmental emergencies across South Carolina.
Job Responsibilities:
- Maintain field detection and monitoring capabilities by overseeing the Emergency Response section’s air monitoring instruments and field detection equipment used on R-1 response trucks.
- Serve in key emergency response roles, including Response Leader, Site Safety Officer, or response worker, for R2 incidents, and act as the initial R1 responder during and after normal business hours. Participate in all required emergency response drills.
- Provide on-call coverage as the Central Office Duty Officer (CODO) during and after normal work hours, managing calls received through SCDES’s 24-hour spill reporting telephone line.
- Develop plans and procedures to assist regulated industries in meeting federal Emergency Planning Community Right-to-Know Act (EPCRA) reporting requirements.
- Train SCDES response staff and local and state first responders on procedures and regulatory requirements related to oil and hazardous material spill and release response. Serve as project manager for emergency response contracts on assigned jobs.
- Participate in training and drills as directed by the ERS Section Manager, including in-house training days, environmental response exercises, radiological response drills, and actual events in an assigned response position.
- Perform other duties as directed by the Program Manager.

A bachelor’s degree in natural or physical sciences, mathematics, public health, engineering, or a related technical field may substitute for required work experience; OR
-
A high school diploma or GED and four (4) years of related experience in environmental health or radiological health programs.

Ability to obtain medical certification from SCDES to conduct field work in PPE and complete 40-hour Hazwoper/OSHA training.

Working knowledge of personal computers and peripheral office equipment.

Valid driver’s license and the ability to operate motor vehicles.

Excellent communication skills, including clear and concise telephone communication.

Ability to provide technical assistance and communicate with the public, public officials, and industry representatives on environmental quality matters.

Ability to bend, climb, and stoop to monitor spills; work in all weather conditions; and lift a minimum of 50 lbs.

Emergency travel, weekend work, and after-hours availability may be required.

Spill response work experience.
-
Experience driving large trucks/RVs or towing boats/trailers, or capability of obtaining a CLASS E driver’s license.

Previous experience utilizing laboratory GC/MS instruments or other air, water, or soil environmental monitoring equipment/devices.

FEMA ICS coursework or certifications.
-
Working knowledge of MS Office applications.
-
Completed sixteen (16) hours of college-level chemistry (or equivalent).
-
Reside within a 30-mile radius of 8901 Farrow Road.
