Job Description
Data Analyst responsible for analyzing financial, operational, and program data related to federally funded programs. The role involves supporting cost allocation analysis, financial modeling, data validation, reporting, documentation, and federal claiming activities. The position works with fiscal and program teams to analyze cost structures, identify allocation methodologies, and prepare accurate analytical outputs supporting federal and state reporting. The RFR requires the Data Analyst to have cost allocation plan generation experience and data analysis experience.
Scope / Responsibilities

Analyze direct and indirect costs across multiple federally funded programs.

Analyze shared administrative costs and cost pools.

Support development of cost allocation methodologies and allocation formulas.

Perform financial and data analysis for current and proposed allocation methodologies.
-
Prepare allocation matrices, financial impact analysis, and reporting models.

Analyze WBS, cost centers, internal orders, time coding and cost-capture structures.

Validate data used for federal claiming and financial reporting.

Identify data inconsistencies, compliance gaps, and unsupported allocation assumptions.

Prepare analytical reports and documentation for management and federal review.

Support Public Assistance Cost Allocation Plan documentation.

Assist with implementation and operationalization of approved methodologies.

Support federal review questions and provide analytical information as required.

Prepare executive-level summaries and data-driven reports.
The underlying scope includes current-state assessment, allocation methodology development, financial modeling, PACAP documentation, implementation support, and federal claiming optimization.
