Summary
This position serves as the Business Manager in a care line setting within the Lebanon VA Medical Center. The Business Manager is responsible for managing and overseeing staff and resources assigned to the care line to accomplish the goals and objectives of the facility and Associate Chief of Staff (ACOS), Behavioral Health & Sciences (BH&S) care line.
Duties
The Business Manager provides inpatient and outpatient mental health services and comprehensive rehabilitation services to enrolled patients. In addition, new initiatives are in the development and early growth stages, and coordinated support service are required. Major duties include but are not limited to: Manages staff and resources assigned to the Care Line inclusive of: human resources (specifically oversight of their own immediate staff); regarding duty assignments; physical space assignments & relocations; and, supplies and equipment requiring acquisition. Oversees evaluations and strategic planning of programmatic areas within the Behavioral Health & Science Care Line. This is inclusive of assisting with and tracking of goals & objectives (both long and short range) and initiatives for both the facility, VISN and national office. Works with data by participating and managing in its collection, tracking, analysis and report generation Develops management improvement programs and writes or revises policy and procedure requirements for more effective application of various administrative and clinical management systems such as reports management, information management, etc. Develops policies, procedures, programs, education tools, and other special requirements as deemed necessary for the fulfillment of the Behavioral Health & Science's Care Line's mission, goals and objectives in accordance with the Veterans' Health Administration. Works and communicates effectively with all stakeholders (both internal and external) to effectively assess their needs and provide them with either the assistance or information they need meet their expectations and resolve their issues. Manages the collection of data, generates reports and oversees submission of reports while protecting sensitive data, and intervenes as necessary with staff and on behalf of the Care Line to address/resolve any programmatic evaluations/surveys, etc. Follows policies & procedures on all applicable environmental regulations/requirements. Prepares and manages both oral and written communication by self and other Care Line staff in an effective manner. Assures communication is clear and concise and addresses the matter at hand in alignment with the facility's mission and goals. Handles all patient complaints for the Care Line, including White House Hot Line, Congressional Inquiries, and all Veteran complaints received via the PATS-R system Performs fiscal/resource management administrative work in the following areas: personnel management/labor relations, administration, budgeting/financial management, procurement/contracting, property management and supplies. Aligns recommendations for resources (i.e., allocations for positions, equipment, supplies, etc. based on alignment with assigned budget controls. Manages staff and self in accordance with anticipated workload, flow of activities, new techniques, trends, and other related matters. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert knowledge of administrative processes, procedures, practices and administrative operations; responding to and preparing correspondence, reports, memoranda, and other forms of written communication; scheduling and coordinating appointments and meetings; preparing travel arrangements; establishing protocols for incoming data and actions; maintaining files and suspense systems; and generating reports using automated software. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Only education in excess of 60 semester hours may be used to qualify. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience: Supervisory experience of 5 years or more. Experience in processing/tracking workload labor mapping in clinical services,and various data and performance/quality improvements Experience applying various computer software such as Microsoft Office applications, databases and programs such as VISTA, CPRS, and VHA Decision Support System (DSS) methodology.
