Job Description

JOB SUMMARY Performs complex and technical accounting, payroll, and clerical functions in the preparation and processing of payroll, personnel documents, and benefits. MINIMUM QUALIFICATIONS

Associate's degree from an accredited college or university in Accounting, Finance, Business, Human Resources, or other closely related field, plus two (2) years of related experience; OR an equivalent combination of related education and experience.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

The following duties and responsibilities are intended to be representative of the work performed by the incumbent(s) in this position and are not all-inclusive. The omission of specific duties and responsibilities will not preclude it from the position.

Applicants must be prepared to demonstrate the ability to perform the essential functions of the job with or without a reasonable accommodation.

  • Coordinates payroll functions for the division. Provides quality customer service by answering any questions regarding timesheets and leave

  • Performs automated timecard payroll functions. Assures all time is approved for biweekly payroll processing and verifies all personnel actions have been completed prior to payroll

  • May collaborate with division HR Coordinator and Mayor’s Finance to resolve

  • Performs timesheet auditing to ensure accuracy and reviews reports to track worked hours of employees.

  • Prepares, processes, and reconciles employee mileage.

  • Distributes paper checks.

  • Performs separated employees' final payroll

  • Provides data for internal and external

  • Serves as backup for the HR Coordinator when needed.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

Knowledge of:

  • Generally accepted payroll practices and protocols

  • General accounting and spreadsheet programs and practices

  • Standard business methods and procedures

  • GRAMA regulations and procedures concerning employee records

Skills and Abilities to:

  • Apply general accounting and payroll principles and standards to specific situations

  • Use computers, software, and job-related office equipment

  • Prioritize tasks to accurately complete them in a timely manner even under stressful situations and deadlines

  • Perform record audits and calculate corrections

  • Communicate effectively both verbally and in writing

  • Interpret and adapt guidelines for application to specific cases or problems

  • Maintain effective working relationships with other employees and the general public

  • Maintain confidentiality of personal information

  • Perform logical and systematic thinking to analyze and solve problems

  • Monitor leave issues

Perform repetitive manipulative skills such as data entry for extended periods of time. Lift and carry 20 pounds.
