Senior Application Developer The Executive Office for Administration and Finance (A&F) plans and executes fiscal and administrative policies that serve to ensure the financial stability, efficiency, and effectiveness of state government. The key responsibilities of A&F include managing the operational and capital budgets of the Commonwealth and managing funds received from the federal government. A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the Secretariat Chief Information Officer (SCIO). A&F IT is a team of approximately 300 skilled and committed IT professionals who develop and maintain technical solutions that address business challenges for Executive Office of Administration and Finance agencies. Position Summary * The App Support/Developer III is a senior technical position responsible for application development, maintenance, production support, and technical leadership for enterprise applications supporting the Human Resources Division’s Workers’ Compensation Unit (HRD/WC). The position serves as the lead developer for eCompManager and supports related applications, including eServices. Primary Responsibilities: * Serving on the A&F IT technical team and being involved with the application design, development, build, unit testing and deployment by using ASP.NET, .NET Core, C#, MVC, SQL Server, jQuery, Azure DevOps, and web API. * Thoroughly testing all code to ensure that programs are functioning correctly. * Manage security, permissions and access to applications and related services. * Provide day-to-day administration, support and monitoring of applications and related services. * Query performance tuning and writing ad-hoc queries. * Creating IT documents for knowledge base, user guides and other various communications systems * Following established business, technical and project policies and guidelines aligned with A&F and EOTSS principles and standards to include the following: use of best practices, meeting management, project plans, status reports and dashboards, risk and issue tracking, change requests and resource management. Preferred Qualifications: * Minimum 8 years’ experience with ASP.NET, .NET Core, C#, MVC, Web API and SQL server * Expert-level JavaScript/jQuery * Minimum 4 years’ experience with REST Web API * Experience with advanced query design, stored procedures, views, and functions * Experience with continuous integration, deployments, and troubleshooting * Ability to work in a fast-paced Agile/Scrum environment. * Ability to communicate with technical and business resources at many levels in a manner that supports progress and success. * Ability to understand, appreciate and adapt to new business cultures and ways of working. * Ability to work independently with minimal supervision. /An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks./ First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements: Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience. III.
