We are seeking a high-performing Program Manager to serve as the single point of accountability and strategic leader for an enterprise-wide learning and workforce development contract supporting the U.S. Food and Drug Administration (FDA).

This position is contingent upon award.

This position isremote with periodic on-site presence at Silver Spring, MD.

Clearance Requirement: Current or ability to obtain a Public Trust clearance.

Who You Are & What You’ll Do

As the Program Manager, you will serve as the primary executive interface to FDA leadership, including the Contracting Officer (CO) and Contracting Officer Representative (COR). You will be responsible for total contract performance, managing scope, schedule, budget, quality control, risk mitigation, and staffing across all task areas—including Enterprise Workforce Development, Reviewer & Scientific Development, and Learning Systems & Enterprise Optimization. You will integrate Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) task execution into a unified management framework, ensuring continuous operational alignment with federal modernization goals.

What You Bring to the Table - Requirements

  • Experience:Minimum of ten (10) yearsof progressive experience managing complex federal contracts, with specialized experience in federal learning, workforce development, or IT-enabled service delivery environments.

  • Education: Bachelor’s degree in a relevant discipline required; Master’s degree preferred.

  • Certifications: Project Management Professional (PMP) certification is strongly preferred.

  • Program Controls & Governance: Proven track record in developing and maintaining Program Management Plans (PMP), Integrated Master Schedules (IMS), Quality Control Plans (QCP), and Monthly Status Reports (MSR).

  • Leadership Capability: Demonstrated ability to lead multidisciplinary teams across instructional design, technical systems, data analytics, and subject matter expertise.
