The primary purpose of this position is: To serve as the Primary Information System Security Officer for HQ Air Reserve Personnel Center and commander's authority and focal point for Information Assurance. Manages the communication-computer security program, Air Force Electronic Key Management System (AFEKMS), Emission Security and Information Assurance Awareness Programs.

Duties

Serves as the ARPC technical advisor for all Information Assurance (IA). Serves as ARPC Information System Security Officer (ISSO). Manages all aspects of Information Assurance. Implements and advises on IT security policies and procedures to ensure protection of information transmitted to the ARPC and from the ARPC using Local Area Networks (LAN), Wide Area Networks (WAN), the World Wide Web, or other communications modes. Manages the application of Certification and Accreditation standardization technology within the ARPC. Keeps abreast of emerging technology to predict future Information Assurance Security needs. As a senior IA specialist in the ARPC, participates in management discussions, meetings, committees, or special projects. Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-11 grade, or equivalent in other pay systems. Examples of specialized experience includes: Applying a full range of information systems and network security design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support; applying installation's information systems and network architecture, topology, and protocols sufficient to plan, design, develop, and integrate information systems consistent with existing or planned security architectures. Applying a wide variety of established information security policies and procedures and how they interrelate and function within various environments such as between various networks and information systems. Applying information assurance concepts and techniques to ensure confidentiality, integrity, and availability of all information systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Information Assurance & Cybersecurity Fundamentals Skill in applying information assurance concepts and techniques to ensure the confidentiality, integrity, and availability (CIA) of all information systems. This includes knowledge of a full range of IT cybersecurity principles, concepts, practices, products, and services (such as system/database software and storage technology). 2. Network & Telecommunications Security Knowledge of Local Area Network (LAN) and broad telecommunications concepts, operating modes, media, and protocols. This includes the ability to implement techniques to protect systems from viruses, data tampering, and unauthorized entry, while assessing and mitigating vulnerabilities to attack from espionage, disruption of services, or destructive applications. 3. Security Certification, Accreditation & Evaluation Knowledge of IT INFOSEC requirements for system certification and accreditation, network operations, and performance management. This includes the ability to plan and conduct security accreditation reviews, evaluate system testing, and advise on new or revised security measures and countermeasures. 4. Knowledge Professional Communications Ability to communicate effectively, both orally and in writing, to technical and non-technical stakeholders. 5. Knowledge in Security Education & Training Ability to develop, coordinate, and conduct comprehensive training programs on information security policies, tools, and procedures. 6. Skill in Strategic Technology Planning & Risk Forecasting Ability to maintain up-to-date awareness of rapidly evolving technological advances and cybersecurity trends, with the skill to predict and advise management on how to meet future requirements and mitigate emerging risks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
