Full job description

Under the supervision of the Executive Director for the Community Health and Wellness Unit, the selected candidate will serve as the Lead Coordinator for the Preventive Health and Health Services Block Grant (PHHSBG). This position will be responsible for the following:

  • Manage and provide quality assurance for a portfolio of sub-grantees that are awarded to carry out the goals and objectives of the Preventive Health and Health Services Block Grant, which must include policy, systems and environmental change strategies.

  • This position will work with Evaluation staff to perform data management and data processing functions for PHHSBG sub-grantee programs and develop cross-cutting measures to assess the effectiveness of the grant and its programs and carry out specialized research related to the programs funded under PHHSBG, with special emphasis on determining program effectiveness with meeting the needs of vulnerable populations and eliminating health disparities related to chronic diseases such as diabetes and heart disease;

  • Manage all aspects of the New Jersey Preventive Health Advisory Committee (NJPHAC) to include committee member composition, member documentation (letters of invite, letters of acceptance, proof of ethics training, etc.); schedule meetings (Internal and public hearings); coordinate the taking and transcription of minutes from all NJPHAC meetings; etc.

  • Serve as the point of contact for the PHHSBG funder, the Centers for Disease Control and Prevention.

  • Manage the PHHSBG budget and advise the NJPHAC on any budget related matters that require the committee's approval.

  • Conduct on-site evaluations or audits to monitor compliance with federal, State or local regulations; prepares related reports containing findings, conclusions and recommendations

  • Assist in the development and review of grant applications and written proposals; negotiates and monitors contracts or grants; Participates in the implementation of department/agency initiatives.

  • Prepare and/or participate in the preparation of sound, accurate reports relating to research, grant, and other activities containing findings, conclusions, or recommendations.

  • Represent the PHHSBG in internal and external meetings; have excellent oral and written communication skills; Respond to all requests for information, etc.

  • Manage grantee applications, awards, and reports through the online grant system, the System for Managing Grants Electronically (SAGE)

  • Maintain ongoing communication with the DOH Grants Management Officer (GMO) to ensure grantee SAGE reporting is timely and accurate

  • Monitor state and grantee budgets and expenditures to ensure they are appropriate and allowable according to Federal OMB's uniform Administrative Requirements;

  • Participate in scheduled grantee Technical Assistance calls; participate in, and support the development of, grantee quarterly meetings

  • Monitor the NJDOH website for accuracy and updates; and attend regular staff meetings.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency.

OR

Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
