Agency Description The Mayor’s Office of Education brings a unified vision and organizing strategy to advance Mayor Parker’s vision of a world-class system of education for Philadelphians of all ages and socioeconomic backgrounds.

MOE develops policies and programs, implements mayoral initiatives, and facilitates collaboration across city departments and education institutions to support success for Philadelphia learners from kindergarten through adulthood. Focus areas include K-12 education, career readiness and workforce development, post-secondary and adult education. MOE advocates for policies that enhance learning opportunities and works to secure funding for educational programs.

Job Description

Position Summary

The Fiscal Manager is responsible for the fiscal operations of the Mayor’s Office of Education, including budget development, financial reporting, and expenditure tracking. This position works with the operations manager to support payroll, timely vendor payments and procurement. The Fiscal Manager reports to the Deputy Chief Education Officer.

Budget development

  • Assist with the preparation of the department’s Operating Budget and Target Budget

  • Work with programs to develop spending plans for the fiscal year

  • Prepare department’s quarterly budget updates

  • Manage tracking and reporting of program performance measures

Expenditure Tracking and Reporting

  • Prepare monthly expenditure reports for all programs within the Mayor’s Office of Education, (Extended Day/Extended Year, Community Schools, Adult Education and Foster Grandparents Program).

  • Monitor expenditures for all programs and provide feedback on spending plans.

  • Petty cash reconciliation.

Payroll preparation

  • Prepare monthly payroll for Foster Grandparents Programs and serve as backup for other staff as needed.

Ensure timely payment of invoices

  • Work with operations manager to review invoices and submit payments for processing.

Contract monitoring

  • Work with program staff and DHS contract division to support contract compliance and ensure payments are submitted timely.

RFPs and procurement of services

  • Assist in development of RFPs, RFQs and small order procurements for consulting services and professional development.

Other Duties as Assigned

Required Competencies, Knowledge, Skills, and Abilities Knowledge: Accounting principles and practices Microsoft Office Software Exceptional Excel Skills Familiarity with city systems (FAMIS and ACIS) recommended but not required

Skills: Strong communication and problem solving Strong organization skills and attention to detail

Abilities

Maintain accurate and complete financial records Analyze and comprehend organizational and procedural problems and make recommendations Create efficient financial processes and procedures Establish and maintain effective working relationships with department staff.

Qualifications

Preferred Education and Experience Bachelor’s degree in accounting, finance or business administration or comparable coursework. Three years’ experience in budget, accounting or auditing at governmental agency or non-profit.
