Summary

This is a Term appointment with an initial expectation to last one year and one day. At the agency's discretion, this appointment may be extended without further competition up to a maximum not-to-exceed (NTE) total of four years. This position is located at Departmental Offices, Terrorism and Financial Intelligence - Intelligence Analysis. The primary purpose of this position is to serve as Senior Personnel Security Specialist within the DO Personnel Security Branch.

Duties

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Develop, coordinate, and control Homeland Security Presidential Directive 12 (HSPD-12), suitability, fitness, and personnel security functions within the DO Personnel security Branch. Ensures that the HSPD 12, suitability, fitness, and security programs are consistent with Department and Federal regulations. Review and evaluate program components, including complex matter's dealing with the DO HSPD-12, suitability, fitness, and national security programs. Provide recommended solutions with alternatives, in order to eliminate problem areas and establish proper procedure for anticipated and actual complex situations. Review, evaluate, and adjudicate reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues. Recommend proper disposition action on unfavorable findings. When additional inquiry is required, advise the Chief, DO Personnel security Branch. Initiate requests for formal investigation. Review, evaluate, and recommend action, approval, or denial, on requests for HSPD-12, suitability, fitness, and national security eligibility submitted for DO applicants, employees, and/or contractors. Make final security clearance determinations in coordinating and overseeing the work of non-supervisory personnel. Requirements

Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI). Must be eligible for Sensitive Compartmented Information (SCI) access. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Experience reviewing and adjudicating completed investigation reports and making determinations regarding credentialing, suitability, fitness, or eligibility to occupy national security positions, including recommending or taking appropriate action on unfavorable findings; AND - Experience applying personnel security laws, regulations, policies, or adjudicative guidelines and utilizing personnel security data management systems and resources to support personnel security determinations and ensure regulatory compliance. SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Experience reviewing and evaluating background investigations and other personnel security records to identify and evaluate issues related to credentialing, suitability, fitness, or eligibility to occupy national security positions; AND - Experience applying personnel security regulations, policies, procedures, or adjudicative guidelines to recommend, process, or document personnel security actions. SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: - Experience reviewing background investigation reports, personnel records, or other security-related documentation and applying established personnel security regulations, policies, procedures, or guidelines to process or support credentialing, suitability, fitness, or personnel security actions. OR EDUCATION: You may substitute education for specialized experience as follows: - Ph.D. or equivalent doctoral degree, if related; OR - 3 full years of progressively higher level graduate education leading to such a degree, if related; OR - LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. (*Note: If you are qualifying using education and you are within 9 months of graduating you may tentatively qualify. However, you must graduate and/or meet all qualification requirements prior to being appointed to the position.)

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
