Summary
This position serves as the Engineering Technician at Raven Rock Mountain Complex (RRMC). RRMC is on one of the Nation's premier facilities, providing support to various Department of Defense (DoD) tenants in an all-hazards environment.
Duties
Typical duties include, but are not limited to: Prepares preliminary and final Computer Aided Design and Drafting (CADD) drawings in support of maintenance, repair, and construction projects, including drawings used to develop solicitation notices and technical contract requirements. Provides technical support to engineers and technical staff by developing and coordinating CADD designs, layouts, details, and notes for projects involving electrical power, lighting, telecommunications, and related infrastructure systems. Independently plans and executes CADD assignments for conventional projects or portions of larger, multi-discipline projects, analyzing design options and applying appropriate drafting standards, database files, and engineering drawing conventions. Maintains and administers CADD and Geographic Information System (GIS) drawing files, standards, and related software and equipment, including updating system files, supporting plotter/output operations, and assisting staff with use of available design data. Conducts field and document investigations to verify as-built conditions, infrastructure modifications, and modernization changes, and updates engineering databases and drawings to accurately reflect current site conditions. Maintains historical and current engineering drawings and associated records through automated document control systems, and prepares as-built drawings, base map updates, and graphical presentations for use by engineering, operations, and maintenance personnel. Qualifications
MISSION ESSENTIAL POSITION: Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. In order to qualify for this position, you must meet the basic requirement and specialized experience requirements described below. BASIC REQUIREMENT: Applicants must have experience that demonstrates a practical knowledge of engineering methods, techniques, and procedures. Qualifying experience may include technical work in areas such as: drafting, surveying, construction estimating, physical science, mathematics, architecture, chemical, electrical, or mechanical systems, or other comparable engineering-related fields. Experience in a trade or craft may also be qualifying when it provided intensive knowledge of engineering principles, methods, and techniques. Examples include work involving developmental, test, design, planning, or estimating responsibilities. In addition to meeting the basic requirement above, applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector). You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates experience: Preparing, revising, and maintaining technical drawings, layouts, and related documentation for facilities, utilities, infrastructure, or construction-related projects using computer-aided drafting tools; and Preparing or editing contract documents (e.g., drawing concepts and layouts). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume. Your resume may not exceed two (2) pages. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave. DOD PPP candidates using Application-Based Procedures: Military Spouse Preference (MSP) Eligible: Military Spouse Preference applicants, must be selected and placed at the highest grade level for which they have applied and been determined best qualified. You must include a completed copy of the Military Spouse PPP Self-Certification Checklist (DD-3145-4) dated within 30 days along with the documents identified on the checklist to verify your eligibility for Military Spouse Preference. Military Reserve (MR) and National Guard (NG) Technicians PPP Eligible: MR and NG technicians PPP applicants must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Military Reserve and National Guard Technician PPP Self-Certification Checklist (DD-3145-3) to verify your eligibility for Military Reserve and National Guard Technician preference. Military Reserve (MR) and National Guard (NG) Technicians Receiving Disability Retirement PPP Eligible: MR and NG technicians receiving disability retirement PPP applicants must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist (DD-3145-2) to verify your eligibility for Military Reserve and National Guard Technician Disability preference. Retained Grade PPP Eligible: Retained Grade PPP applicants, must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Retained Grade PPP Self-Certification Checklist (DD-3145-1) to verify your eligibility for Retained Grade preference. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.
