Summary
The position is in the Health Administration Service (HAS) at Veteran Health Indiana (VHI) which includes the main site (Richard L. Roudebush VA Medical Center - RLRVAMC) and six satellite clinics and reports to the Ambulatory Care and Processing Section Chief (AC&P). The RLR VAMC is a large, complex, and academically affiliated tertiary care Medical Center with over 3,000 employees, involving a wide spectrum of professional, technical, and administrative occupations.
Duties
Duties include, but may not be limited to the following: The position has primary responsibility for the administrative and operational management of the services and programs of the Health Administration Service (HAS) at Veterans Health Indiana (VHI) which includes the main site (Richard L. Roudebush VA Medical Center) and six satellite clinics. The incumbent is responsible for the development, implementation, and evaluation of the personnel management, coordination of staff development activities, and clinical operations. The incumbent is responsible for procurement as applicable, and serves as Contracting Officer Technical Representative (COTR) for contracts under HAS, as applicable. Provides administrative, technical, resource utilization and financial management of the administrative functions and operations of the service. The incumbent is responsible for HAS compliance with The Joint Commission (TJC) standards related to Environment of Care (EOC). Disseminates and/or collects information to and from administrative and clinical personnel concerning VA Directives, reports, policies, plans, procedures, methods, and actions of an administrative nature through all the service settings of the HAS. The incumbent works closely with the Ambulatory Care and Processing leadership and service leadership across the facility to ensure the mission and vision of HAS is met. Administration Duties: The incumbent provides technical advice and expertise to the RLRVAMC and management concerning patient processing activities and legal entitlement/eligibility for services. The incumbent serves as a point-of-contact at the outpatient clinics to assist in answering inquiries related to patient processing activities, scheduling and share information pertaining to recent VHA directives, handbooks or policies having direct impact on patient processing and scheduling. The incumbent is responsible for the daily program planning, future planning and administration of Health Benefits Unit, Medical Support Assistant Float Pool, and outpatient clinic operations at the Indianapolis VA Healthcare System. Performs administrative work, which includes management of an office's schedule or day-to-day plans. Develops new plans or schedules using standard references. Identifies objectives based on understanding of program and overall priorities. Determines specific steps, input required, and/or meetings. Identifies schedule and milestones; and estimates resources required. Conducts extensive research of data from diverse sources. Extracts and assembles information. Uses advanced analytical techniques to develop conclusions. Develops reports or presentations for upper management in order to make appropriate decisions regarding staffing. Program Evaluation/Clinical Operations Data Analysis: Incumbent maintains overall administrative clinical management for the section. This may include interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. The incumbent is responsible for ensuring workflow is organized and assigned among positions in a manner, which serves the needs of the section most effectively and economically. Incumbent analyses functions requires to accomplish the efficient processing of applicants, patients requiring care, determination of eligibility for medical, dental and medications and assigns priorities to ensure timely processing. Incumbent evaluates the need for positions, as well as the skills and knowledge required. In addition, Incumbent evaluates the organization grouping and assignment of duties and responsibilities among all section positions. The incumbent assists with establishing operating guidelines for and coordinates activities of subordinate supervisors relating to organizational structure, performance standards, work review and reporting to higher levels of management. Incumbent assigns and explains work requirements to program supervisors for new or changing programs, studies problems in the quality/quantity of work produced and resolves technical work problems not covered by established policies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all the requirements by the closing date of this announcement. Time in Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: You must have at least one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. At the GS-09 Qualifying specialized experience includes: Experience in positions that required working knowledge of the computer system for entry and retrieval of data; Ability to locate and interpret appropriate applicable regulations; Knowledge of medical records, medical billing programs, and medical terminology; Gathering, developing, and interpreting data from various information systems; and Reviews reports, records, and provides statistical analysis for accuracy. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combination: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. OR Education: Successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
