Description

SAIC is the premier Systems Engineering and Technical Assistance (SETA) service provider to the Multi-Service Advanced Capability Hypersonic Test Bed (MACH-TB) Program with expertise in executing Program Office roles for Hypersonic Test Planning, Execution and Capability Management.

The program has a current need for an Environmental Impact Subject Matter Expert (SME) in Huntsville, AL. In this role, the candidate will work collaboratively with customer leaders, test site personnel, systems engineering team members, mission stakeholders, national labs, and industry to analyze, evaluate, coordinate, and support test activities for candidate technologies.

This position requires periodic visits to NSWC Crane for customer meetings as well as designated test range facilities.

Responsibilities may include:

  • Serve as the program's lead Environmental Analyst and assist the customer with oversight for all environmental impact efforts and issues

•Evaluate potential environmental impacts of proposed actions and associated alternatives at/near various DOW test ranges, to streamline National Environmental Protection Act (NEPA) compliance, and facilitate any installation development processes by evaluating the potential impacts on the human environment of the proposed action.

•Produce any necessary NEPA documentation and Finding of No Significant Impact (FONSI)/Finding of No Practicable Alternative (FONPA)

•Address any construction, land modification, launch pad modification, and building modification requirements associated with this Proposed Action

Qualifications

Required Education & Experience:

  • BS in Environmental Science, Engineering(Environmental), or Biology and 10+ years of Environmental Management experience; or a Master's Degree and 7+ years’ experience with additional demonstrated years of experience in DoD environmental management and supporting weapons system test activities.

  • DoD Secret Clearance

  • Experience in the following areas:NEPA / Environmental Planning • Environmental Assessments (EA) / EIS • Environmental Permitting & Compliance • Regulatory Strategy & Analysis • Air Quality Permitting • Air Pollution Dispersion Modeling • Federal / State / Local Regulatory Coordination • Agency & Stakeholder Engagement • Environmental Mitigation & Monitoring • Cultural & Biological Resources • Hazardous Materials & Waste • Construction & Operational Impact Analysis • Environmental Documentation & Technical Review

  • Ability to monitor the progress of multiple concurrent and highly visible requirements with the judgment to know when to initiate needed corrective actions

  • Ability to effectively communicate complex topics and information with technical and non-technical audiences

  • Attention to detail and strong organizational skills

  • Demonstrated experience in supporting environmental aspects of testing and evaluation of complex aerospace systems (Desired)
