Summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the PEO & HQ PROJECT SUPPORT DIV, BUSINESS & FINANCIAL OPERATIONS DEPT of NAVAIRWARCENAC DIV.
Duties
- You will lead budget formulation and planning for complex programs, developing budget documentation, justification papers, and impact statements to support sensitive resource requirements.
- You will manage the full financial lifecycle of assigned programs and projects, directing planning, resource justification, execution, reconciliation, and final financial closeout.
- You will design new financial procedures and analytical controls where existing guidelines are inconsistent or non-existent, extending policies to fit unique operational circumstances
- You will exercise critical judgment under urgency and tight deadlines to balance regulatory constraints with shifting program priorities and deliver accurate, supportable products.
- You will operate with broad administrative latitude, independently determining your technical approach and serving as the final authority on completed financial analyses.
Qualifications
For DA-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Independently managing and analyzing highly complex enterprise budget execution processes within an integrated enterprise resource planning (ERP) system; 2) Independently resolving complex, systemic, or precedent setting enterprise resource planning funding, accounting, and execution discrepancies; 3) Independently applying fiscal law and organization-specific appropriation rules to evaluate proposed financial actions and resolve high-impact program funding issues; and 4) Serving as a primary advisor to senior program leadership on execution risks, funding issues, corrective actions, and recommended strategic courses of action. For DA-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Utilizing enterprise resource planning (ERP) systems to perform comprehensive funds management, budget execution, financial reconciliation, and advanced financial data analysis; 2) Applying organizational appropriation rules and fiscal controls throughout the entire funding lifecycle to ensure statutory compliance; 3) Researching, diagnosing, and resolving complex enterprise resource planning funding, accounting, and financial execution discrepancies; and 4) Analyzing program financial execution; including tracking commitments, obligations, expenditures, and available balances to identify risks and advise leadership on resource management.
