Division of Child Welfare: Provider Services Unit The position is located in the Office of Children, Aging and Community Services (OCACS), Division of Child Welfare (DCW), Provider Services Unit (PSU), and Provider Performance Unit. The Division of Child Welfare Services provides a range of leadership, management, and supervisory functions related to the delivery of public child welfare services to children, youth, and families. The Division is responsible for the ongoing implementation of child welfare services in Colorado and supervises county departments of human/social services in the administration of Child Welfare programs, and privately operated agencies and facilities licensed and monitored by the Division of Child Welfare.
The Provider Services Unit (PSU) exists to license, monitor, supervise, train, and provide statewide oversight for privately operated childcare facilities and agencies, including residential child care facilities (RCCF), qualified residential treatment programs (QRTP), secure residential treatment centers (SRTC), psychiatric residential treatment facilities (PRTF), homeless youth shelters (HYS), shelter care, specialized group facilities (group homes and group centers) (SGF), child placement agencies (CPA), foster homes (FH), therapeutic foster care (CPA-THRFC), treatment foster care (TX-FH), adoption agencies (CPAAD), respite child care centers (RCCC), day treatment facilities (DT), and Applied Behavior Analysis Clinics (ABA) across the State of Colorado. The goals of the unit are to ensure the health, safety, and well-being of the children and youth served in those facilities. The work unit is responsible for comprehensive integrated (interagency) licensing and monitoring of the 24-hour childcare facilities, auditing and investigating reports/allegations involving licensing violations, determining facility or agency culpability, evaluating the integration of trauma-informed principles and practices, monitoring the quality of care, providing support and education, and ensuring the safety of children placed or receiving services with providers.This position is 100% Remote Work. Please note: These working arrangements are subject to change.
About this position: This position serves as the second-level authority to manage the operations of the Mental Health Designation Specialist and two Investigative Monitoring Teams under the Provider Performance Unit: the Investigative Monitoring Team and the ABA Investigative Monitoring Team. This position oversees two teams of Monitoring Specialists tasked with monitoring, investigating, and overseeing the daily operations of all licensed child care facilities, agencies, Day Treatments, and ABA clinics/ facilities that exist within the State of Colorado. This position acts as the second-level authority over the regulatory monitoring processes and collaborates with providers, counties, other Divisions, State Government Agencies, stakeholders, and the public around regulations, policies, statutes, and practices. This position directly supervises the Mental Health Designation Specialist- SSV and two Social Services Vs with five Monitoring Specialists under each supervisor, with a total of ten Investigative Monitoring Specialists, which encompasses the ABA Investigative Monitoring Team and the Investigative Monitoring Team within the unit. This position will also be responsible for assisting the Provider Performance Manager with the adverse actions process when necessary and in accordance with related statutes.
Summary of Job Duties: Program Administration and Strategic Planning The Investigative Monitoring Administrator serves as the expert authority for Program Administration and Strategic Planning for the Investigative Monitoring Teams and the Mental Health Designation Specialist. This critical role is centered on implementing the regulatory scope mandated by rules, regulations, and related statutes. This position ensures all monitoring practices are aligned with regulations, as well as State and Federal laws, to enhance child safety. Key duties include program and policy management, as well as operational support. This includes workflow auditing by evaluating the efficiency of daily operations and recommending revisions to standards and workflows. This position will also provide strategic assistance by supporting management through auditing team performance and assisting with the execution of new directives and policies. This position will also conduct data analysis, evaluations, and compile research for specific projects or agency studies. This includes developing, testing, and refining review instruments for Specialists in order to ensure that child safety concerns are addressed consistently, effectively, and appropriately. Conducts fieldwork to determine how to best manage the assessment and evaluation process with providers. This position will also monitor adherence to regulations and resolve non-compliance through direct communication. Furthermore, the position provides technical assistance, consultation, and training to staff on legal requirements, Volume 7 rules, policies, and clinical standards. This Administrator is tasked with strategic planning and is the authority, in collaboration with the Provider Performance Manager, for data collection, goal-setting, and the strategic implementation of components related to the monitoring of all licensed providers. The role requires continuous engagement to influence policy changes and rules with internal and external stakeholders, including but not limited to, the Division of Child Welfare (DCW), Office of Children, Aging and Community Services (OCACS), Division of Youth Services (DYS), Administrative Review Division (ARD), Office of Appeals, Health Care Policy and Finance (HCPF), Behavioral Health Administration (BHA), the Colorado Department of Education (CDE), and the Department of Regulatory Affairs (DORA). Assists the Provider Performance Manager with the drafting and implementation of Standard Operating Procedures related to the monitoring of agencies and facilities.
Supervision The Administrator is responsible for managing and overseeing the overall operations of the Investigative Monitoring Team, directly supervising the Mental Health Designation Specialist- SSV and two Social Services Vs with five Monitoring Specialists under each supervisor, with a total of ten Investigative Monitoring Specialists - which encompasses the ABA Investigative Monitoring Team and the Investigative Monitoring Team. This position meets individually with supervisors and staff to problem-solve issues, discuss progress toward annual goals, and ensure unit processes and program policy development objectives are being met. This position is responsible for evaluating each direct report in accordance with the PMP processes established by the Department. This position ensures workplace equity and development for all staff. This position reports to PSU management when concerns on the unit arise, employees' performance issues are evident, and recommends solutions. This position assists with the creation of performance evaluations, when necessary, and ensures that all corrective actions are enforced and regularly reviewed for progress. Examines investigative monitoring processes and regularly meets with other unit administrators to ensure processes and practices of all specialists (licensing, monitoring, CPTA, and PMO) are consistent and efficient. Researches processes within the Department or within systems that overlap with the unit in function by collecting information, assessing the impact to the work of the unit, and reports possible solutions to management. This position is responsible for reviewing the quality of all Critical Incident Reports submitted to the Department and serves as the backup to the Monitoring Supervisors by ensuring quality assurance processes are followed and assigning them to the respective Monitoring Specialists. This position will immediately report all egregious incidents to the Provider Performance Manager. This position will require regular fieldwork, a minimum of two times per week, meeting with providers, assisting supervisors and specialists with their investigations, and meeting with other Departments and stakeholders.
Problem Solving This position is responsible for identifying and detecting systemic problems within the provider network and internally with the Provider Performance Monitoring teams, designing targeted solutions and training protocols to address them. This role involves implementing improvements through technical assistance and strategic coordination with both internal teams and external stakeholders. By leveraging statutes, research-based guidelines, and expert clinical knowledge, the Administrator overcomes barriers to compliance and negotiates with Division leadership to ensure professional service delivery and child safety across the state. This includes policy interpretation consisting of applying complex rules, laws, and organizational policies to non-routine and nuanced situations. This position will also troubleshoot and resolve escalated issues that exceed the scope of basic support, often utilizing deep system knowledge and experience.
Adverse Action The individual in this role supports the Provider Performance Manager by managing the adverse action lifecycle. Responsibilities involve directing and aiding in procedures related to fine imposition, summary suspensions, probation, licensure revocations, and appeal hearings from inception to conclusion. This position may act as an expert witness in court hearings where adverse action has been taken against providers. This position may also consult and partner with the Office of the Attorney General. This position provides technical assistance, consultation, and training to staff on legal requirements and adverse actions. This position will work with staff in drafting and finalizing the Data Views and Arguments Letter (DVA) prior to it being submitted to the Provider Performance for signature. This position provides expert recommendations to PSU management regarding necessary interventions to resolve persistent agency violations and concerns. When adverse action is warranted, the role is responsible for formulating a strategic plan to mitigate safety risks and address systemic non-compliance with providers. This position will be responsible for holding pre-action meetings with PSU Management on all “founded” findings of child abuse and neglect and recommendations for adverse action to determine next steps. This position will manage the documentation and processes for determining next steps in the process.

Experience Only:Nine (9) years of relevant experience in an occupation related to the work assigned to this position OR Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
Preferred Qualifications:• Bachelor's or graduate degree from an accredited college or university in Public Administration, Psychology, Social Work, Childhood Development, Sociology, or a closely related field of study.
- Preferred candidates will have either public or private sector experience related to Child Welfare, such as residential, casework, and/or child placement agency experience.
- Preferred candidates will have experience working with attorneys. Legal departments and/or court systems.
- Knowledge of Volume 7 licensing regulations and interpreting statutes.
- Skills with interpreting and enforcing regulations.
- Skills in completing legal paperwork
- Ability to establish collaborative partnerships and effective working relationships with a variety of internal and external customers and diverse public and private stakeholders.
- Experience in completing investigations.
- Skills in interviewing children and adolescents, including those with complex-traumatic backgrounds.

- Travel – This position currently works 100% remotely from home and will be required to use a personal vehicle for frequent travel to the CDHS office, assigned agencies/facilities, and other identified locations for the purpose of related primary job duties as assigned. This position may be required to complete overnight travel and infrequent extended travel within the State of Colorado. Auto insurance is also required
