DATA ANALYST

Summary

As a Data Analyst, you will assist diverse stakeholders by leveraging data analytics tools to enhance decision-making and operational efficiency, including managing the ongoing preparation, retrieval, and transfer of data. This position is in the General Services Administration (GSA), Public Buildings Service (PBS), Office of Portfolio Management. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Acts as the center for establishing portfolio specific performance expectations (quantitative and qualitative) providing expert technical guidance through all phases of real property asset management assessing portfolio performance and recommending revisions where necessary and developing data models, tools, and strategies to meet the long-term objectives. Contributes to cross-functional efforts by developing data analyses, dashboards, and reports that inform strategic planning, performance tracking, and customer-related insights. Helps translate complex data into clear and actionable findings for non-technical stakeholders and produces meaningful visualizations to support decision-making processes. Performs data quality checks, identifying discrepancies, and assisting in the implementation of corrective actions. Provides hands-on support in retrieving, preparing, and transferring data required for ad hoc and ongoing analytical projects, ensuring that data use aligns with business requirements and best practices. The GS-13 salary range starts at $108,173 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience providing strategic and tactical guidance related to portfolio management program areas, for real property asset management and all aspects of regional portfolio planning and metrics. This experience must include: Delivering analytical assistance for data initiatives by assisting with the design and optimization of methods and tools aligned with organizational objectives; Creating reports, dashboards, and data analyses that support stakeholders in decision-making processes; Partnering with stakeholders and subject matter experts to help determine necessary data sources for analysis, as well as contributing to strategies for acquiring, integrating, and storing data; and Translating research and analytical findings into clear, actionable recommendations while customizing communications for diverse stakeholder groups across varying technical levels.

How You Will Be Evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Using comprehensive knowledge of real property portfolio asset management and analysis to apply theories and new developments to problems not susceptible to treatment by accepted methods and make decisions or recommendations significantly changing, interpreting or developing important public policies or programs. Ability to apply high level program analysis techniques and procedures when a wide variety of complex work operations are studied, and extensive and delicate coordination is needed to ensure that separate studies are effectively integrated. Executing comprehensive knowledge of portfolio analysis programs and objectives in order to conduct comprehensive analysis and evaluations and provide recommendations. Utilizing analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Utilizing skill in analyzing the effects of alternatives on program performance and mission accomplishment. Demonstration of these KSAs must be supported by your application.
