Summary
This position is located in the Department of Health and Human Services, Office of Financial Resources, headquartered in Atlanta, Georgia. This announcement will close at 11:59 PM, on the day that 75 applications have been received or the closing date of the announcement, whichever comes first.
Duties
WHAT YOU'LL BE DOING DAY TO DAY As an Financial Management Specialist , you will use your knowledge and experience to optimize business results and customer experience by: Reviews obligations to ensure invoices are recorded properly, acquisition system entries agree with the accounting system, validates unliquidated obligations, and reviews transactions to ensure accounting records are accurate and compliant. Interprets and analyzes financial reports and effectively communicates financial information and results to internal teams, program officials, and financial management personnel. Reviews obligations and invoices to ensure vendors bill in accordance with applicable laws and regulations, reconciles acquisition and accounting systems, and recommends process improvements to strengthen financial operations. Monitors unliquidated obligations, reconciles acquisition and accounting records, communicates with acquisition officials to resolve discrepancies, validates financial records, and takes appropriate corrective actions when issues are identified. WHAT WE ARE LOOKING FOR GS-7 Minimum Qualifications:You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in the Federal service performing ALL of the following: Reviewing accounting transactions and supporting documentation to verify accuracy, completeness, and compliance with established financial policies and procedures. Preparing and reviewing financial documents, reports, and records, maintaining accurate financial information and supporting routine financial management activities. Processing accounts payable and other financial transactions in accordance with established guidelines, ensuring timely and accurate payment processing. Identifying discrepancies in financial records and transactions, researched supporting documentation, and recommended corrective actions to resolve issues. OR Have 1 full year of graduate level education or superior academic achievement. OR Have a combination of experience and education that meets 100% of the qualification requirements for this position. GS-09 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following: Analyzing accounting transactions to ensure accuracy, proper accounting treatment, and compliance with applicable financial regulations and policies. Preparing and reviewing financial documents and reports to support financial management operations and provide accurate financial information to management. Auditing financial transactions to verify compliance with internal controls, established procedures, and regulatory requirements. Identifying discrepancies in financial records, conducted research to determine causes, and recommended corrective actions to improve accuracy and compliance. OR Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR Have a combination of experience and education that meets 100% of the qualification requirements for this position. GS-11 Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Reviewing obligations and invoices to ensure accuracy, proper accounting treatment, and compliance with financial regulations and policies. Validating financial data between accounting and procurement systems to ensure accuracy and consistency. Coordinating with program staff to resolve financial issues affecting fund execution and payment processing. Recommending process improvements to strengthen internal controls and enhance financial operations. OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Have a combination of experience and education that meets 100% of the qualification requirements for this position. Applicants must have one year of specialized experience at or equivalent to the GS-09 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
