Summary

This position is located in Defense Information Systems Agency, MSO/PROCUREMENT SERVICES DIRECTORATE PS71, Pacific Telecom and Products Branch. Duties

  • Serves as contract specialist responsible for all actions associated with solicitation preparation, proposal evaluation, cost/price analysis, negotiations, contract writing, and source selection leading to contract award.
  • Determines method of acquisition.
  • Performs contract administration functions including, but not limited to, resolving complex billing issues, negotiating contract modifications, and exercising options.
  • Monitors contractor performance for compliance with applicable laws, technical requirements, delivery schedules, payment provisions, inspections, and other requirements stated in the contract.
  • Collaborates closely and frequently with a small team to ensure speedy, relevant acquisition expertise and warfighter support.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Qualifications: Basic Education Standards for positions in the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Transcripts are required at the time of application. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. National Association of Credential Evaluation Services . Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as: Experience such as negotiating, solicitation preparation, proposal evaluation, cost/price analysis, contract writing, OR source selection leading to acquisition of information technology (IT) / telecommunication services, equipment, hardware, OR software for DoD components and other authorized Government agencies in the Pacific theater, including both U.S. and foreign locations. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement

Telework availability will be based upon the mission requirements and supervisory determination. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement. Accepting this position, you may be required to serve a I-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. Contracting Foundational/Professional: Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
