On-Site Safety Representative
Location: Culpeper, VA | Full‑Time

The Role
The Dedicated Site Safety Manager is responsible for implementing, monitoring, and continuously improving all safety programs and practices on a commercial construction project. This role ensures compliance with federal, state, and local regulations as well as government ‐ specific requirements (e.g., OSHA, EM 385-1-1, client-specific directives). The Representative will work onsite full-time and act as the primary safety representative for all Moore's trader partners and any Moore's subcontractors.
What You'll Do:

Safety Leadership & Compliance

Implement, and oversee the Site-Specific Safety Plan (SSSP) in alignment with contract requirements, OSHA standards, and government facility safety regulations.

Ensure full compliance with EM 385-1-1 (if applicable) and maintain daily documentation per government contract requirements.

Monitor workplace conditions, equipment, and work practices to identify potential hazards and recommend corrective actions.

Facilitate Job Hazard Analyses (JHAs) / Activity Hazard Analyses (AHAs) for all major scopes of work.

Site Oversight & Inspections

Conduct daily site safety inspections and maintain detailed inspection logs.

Track and verify worker training, certifications, and site access prerequisites.

Ensure all contractors adhere to permit-to-work systems, lockout/tagout procedures, confined space protocols, and other regulated processes.

Coordinate with government facility stakeholders for site access, emergency response, and facility-specific safety requirements.

Training & Communication

Provide safety orientations for new personnel and subcontractors.

Facilitate toolbox talks, safety meetings, and emergency drills as required.

Communicate safety expectations to project leadership, project owners, and government representatives.

Report all incidents, near misses, and unsafe conditions; lead or assist with investigations, root cause analysis, and corrective action implementation.

Documentation & Reporting

Maintain all safety records required by federal, state, and government contract guidelines.

Prepare daily safety reports and deliver weekly safety summaries to project management and the client if requested.
Qualifications:

Reguired
-
Minimum 5–7 years of safety management experience in commercial or government construction environments.
-
High School Diploma or equivalent.
-
Strong communication and documentation skills.
-
Ability to work collaboratively as the onsite safety authority.
-
Proactive problem-solving and hazard recognition skills.
-
Professional demeanor when interacting with government officials and inspectors.
-
Ability to train and mentor a diverse workforce.
-
OSHA 30-Hour Construction certification.
-
Ability to pass federal background check and obtain required facility access credentials.
-
Strong knowledge of OSHA regulations and experience with CFR 1926 construction safety standards.
-
Demonstrated capability to lead safety programs and influence safe work culture.
-
Ability to walk, stand, and climb for extended periods on an active construction site.
-
Must be able to lift up to 50 lbs occasionally.
-
Work performed indoors and outdoors, with exposure to varying weather conditions.

Preferred
-
Certified Safety Professional (CSP), CHST, STS, or similar credential.
-
First Aid/CPR/AED certification.
-
Experience of secure or restricted government installations (DoD, DOE, GSA, VA, etc.).
