Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

• Plan and manage the fire and emergency services program for the Directorate of Emergency Services.
• Develop and recommend all regulations and SOPs in order to implement DOD, DA, IMCOM and TRADOC regulations.
• Direct emergency services equipment and personnel to respond to particular types of emergencies.
• Manage the installation’s emergency communications center for Fire and Emergency Services that receives 9-1-1 calls for assistance.
• Execute administrative and personnel management functions related to the accomplishment of the assigned missions.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Selective Placement Factor: In addition to meeting the specialized experience requirement above, applicants must also possess Fire Officer IV, Instructor II, Inspector II, Hazardous Material Operations and Incident Commander certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M.

Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocations incentives may be authorized. Student loan repayment may be be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized.
