Summary
As a Technical Services Specialist, you will administer an assigned supply program engineering support business product administrative area. Location of position: Federal Acquisition Service (FAS); Office of Shared Services Delivery; Office of Supply Management; Global Supply Management Service Center; Engineering Division We are currently filling two vacancies, but additional vacancies may be filled as needed.
Duties
Position can be filled in any of the following locations: Atlanta, GA; Boston, MA; Chicago, IL; Fort Worth, TX; Kansas City, MO; Lakewood, CO; New York, NY; Philadelphia, PA; San Francisco, CA; Tacoma, WA; Washington, DC You will perform the following duties: Performs a wide variety of functions pertaining to business and industry operations, practices, characteristics, and documentation for use in procurement of products (e.g., supplies, furniture, tools, etc.) and related methods and processes. Conducts comprehensive technical, quantitative, qualitative, and/or other evaluations of routine and non-routine commercial-of-the-shelf (i.e., COTS), complex, ambiguous, and/or unprecedented product descriptions, blueprints, performance and/or other specifications, drawing, as well as myriad other documentation and information submitted by civilian and defense agencies. Reviews peer technical and other writings and contract descriptions to eliminate technical ambiguity, contradictory language, or conflicts with broader FAS objectives. Extracts, formats, and translates raw engineering data and industrial research findings into plain-language guides accessible to non-technical procurement personnel, agency buyers, and/or other stakeholders. Authors, designs, and structurally alters highly complex technical materials, including research finding reports, specialized technical articles, procurement brochures, item catalogs, and various other deliverables. Evaluates, mediates, and independently resolves highly complex technical disputes and formal vendor challenges arising from rigid commodity/supply/product management decisions or specification enforcement. Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). The GS-13 salary range starts at $108,173.00 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized Experience is experience supporting business and industry operations by: Reviewing Item Purchase Description updates, Cataloging Action request and/or Brand Name or Equal analysis request for accuracy. Analyzing technical guidance for application in acquisition services. Providing product data to management for acquisition.
How You Will Be Evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of broad business and industry principles, guidelines, processes, practices, and procedures as well as product evaluation, analysis, and identification methods sufficient to serve as the principal administrative expert for assigned technical supply/commodity/product information services program. Knowledge of engineering, product documentation, and manufacturing practices, terminology, and concepts sufficient to evaluate routine, non-routine, and complex business and industrial product descriptions, specifications, research findings, blueprints, technical specifications, and other forms of data, information, and documentation. Knowledge of acquisition guidelines sufficient to interpret other broader guidelines, initiate specialized local procedures, and ensure technical aspects of procurement operations align with and support achievement of program segment, program, program office, and/or agency goals. Skill in oral and written communication and information gathering, organization, and evaluation of such sources as research findings, engineering data, and industrial capabilities sufficient to select, formulate, and present critical information on specialized commodities. Knowledge of guidelines, goals, and objectives sufficient to analyze, evaluate, and resolve potentially highly complex or unprecedented technical disputes. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process. Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.
