Summary

This vacancy is for a IT Specialist (System Analysis) position in the Associate Director for Decennial Census Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other IT Specialist (System Analysis), 2210-14, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

  • Leads major IT systems projects, serving as a technical authority for complex software and hardware initiatives while directing project teams and coordinating advanced system development efforts across organizational units.
  • Performs expert analysis, design, and integration of IT systems, evaluating system requirements and developing applications or modifications that support diverse business processes.
  • Ensures successful deployment through acceptance testing, troubleshoots complex software and hardware issues, and evaluates vendor-developed solutions for compatibility and effectiveness.
  • Develops system scope, objectives, and functional specifications, preparing cost estimates and business cases for new or modified IT solutions while applying technology and management principles to recommend improvements.

If you are not eligible under this announcement, please see 26-ADDC-13042541-ST-KC. This position may be filled as a term appointment, initial appointment is not to exceed (NTE) 4 years. This appointment may be extended up to 10 years at management's discretion. To qualify for the position of IT Specialist (System Analysis), at GG-2210-14, you must meet the minimum and/or basic qualification requirements listed below. Specialized Experience: For the GG-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS/GG-13 in the Federal service. Experience for this position includes: Developing system scope, objectives, and functional/non-functional requirements, including performing business needs analysis, defining solution specifications, and producing cost estimates and business cases to support IT modernization initiatives. Evaluating and recommending IT solutions using technology and management principles, including assessing alternatives, analyzing operational impacts, and aligning proposed improvements with enterprise architecture and mission-critical modernization goals. Planning and supporting system modernization activities, including defining implementation approaches, identifying dependencies and risks, and coordinating with stakeholders to ensure solution alignment with organizational priorities and long-term IT strategy. Technical Competencies (Condition of Employment): In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Category Rating Procedures: If you meet the minimum qualifications stated in the job opportunity announcement and scoring requirements for all applicable assessments, you will be placed in one of three pre-defined categories.
