The Idaho Transportation Department is hiring a Grants and Contracts Officer for our Financial Services Division at the headquarters located in Boise, Idaho. This position requires strong emphasis on customer service, contract administration, and the ability to communicate clearly and concisely with a variety of audiences. The successful applicant will need exceptional organizational skills with demonstrated experience maintaining order in a fluid and vibrant environment. Contracts officers require the ability to coordinate with all levels of office staff, to function well in dynamic teams, and to coordinate with a wide variety of personalities and organizations.
EXAMPLE OF DUTIES

Support program planning by providing expertise in the development and design of the Division specific components of Request for Proposal (RFP), Request for Information (RFI), Request for Quote (RFQ). Memorandum of Understanding (MOU), and Memorandum of Agreement (MOA) and Contract Scope of Work (SOW) statements including monitoring metrics and strategies.

Design, develop, and implement a comprehensive contract management protocol that takes into consideration the lifecycle of various contracts.

Manage contract implementation, amendment, renewal processes and provide expertise in the areas of contract management and procurement.

Act as liaison with the ITD contract and purchasing unit and division representatives.

Establish goals and priorities associated with contract initiation, management, and closeout.

Assist in the preparation of contract payments as well as track contract budgets.

Monitor contract activities and determine/recommend corrective action.

Prepare statistical and narrative performance reports on service delivery areas, contractors and service delivery systems.

Identify contract delivery risks and develop mitigation strategies.

Certify contract terms and conditions have been met prior to required payments and when requesting contract funding milestones.

Provide technical assistance in contract management by developing corrective actions for compliance, resolving project cost/schedule variances, and requirements for contracts, as applicable.

Conduct or facilitate pre-award and internal risk assessments.
Minimum Qualifications:
Experience:

Developing grants or contracts including identifying goals and timetables and determining program needs and funding;

Monitoring and evaluating grant or contract activities and expenditures;

Interpreting laws, regulations, and policies and advising on their requirements;

Evaluating statistical and financial information and developing reports of findings.
